Position Overview:

The New York City Department of Housing Preservation and Development (HPD) stands as the largest municipal agency dedicated to housing preservation and development in the nation. Our mission is to enhance quality housing and foster diverse, vibrant neighborhoods for New Yorkers through various loan and development initiatives aimed at creating new affordable housing, maintaining the affordability of existing housing, enforcing housing quality standards, and providing educational resources for tenants and property owners.

Team Dynamics:

The Office of Development is at the forefront of executing the Mayor's Housing Plan, which aims to create or preserve 300,000 units of affordable housing. This effort is conducted in close collaboration with HPD colleagues, other city and state agencies, and the New York City Housing Development Corporation (HDC).

Office Structure:

The Office of Development comprises nine divisions, including:

  • Executive Office Operations and Policy
  • Division of Compliance and Enforcement
  • Division of Housing Incentives
  • Division of Building & Land Development Services
  • Division of New Construction Finance
  • Division of Homeownership Opportunities & Preservation
  • Division of Preservation Finance
  • Division of Special Needs Housing
  • Division of Portfolio Management and Conversion

Role Impact:

The Tax Incentive Programs unit within the Division of Housing Incentives administers a diverse range of tax abatement and exemption programs designed to facilitate both private and publicly-subsidized rehabilitation and new construction initiatives throughout New York City. As a Tax Benefits Analyst, you will acquire invaluable expertise in one of the most intricate and sought-after tax benefits applicable to new construction and rehabilitated residential properties.

Key Responsibilities:

  • Evaluate and verify applications for completeness and eligibility, preparing files for supervisory review.
  • Conduct research utilizing public and internal databases to confirm application details.
  • Monitor the status of applications and documentation received, generating necessary correspondence.
  • Identify and analyze eligibility concerns and troubleshoot application issues.
  • Provide programmatic and technical support to filing agents and the general public regarding tax incentive applications.
  • Guide junior analysts on program specifics and application evaluations.
  • Ensure electronic data integrity and track the status of all assigned applications.
  • Maintain organized and comprehensive case files.
  • Collaborate with other division staff to update tracking and case management systems, compiling division-wide data for reports to senior management.
  • Assist senior staff with special projects as required.

Preferred Qualifications:

Candidates should possess:

  • A bachelor's degree from an accredited institution and two years of experience in community work or related activities; or
  • A high school diploma or equivalent with six years of relevant experience; or
  • Equivalent education and/or experience.

All candidates must have at least one year of experience as described above.

Essential Skills:

  • Excellent verbal and written communication abilities.
  • Strong interpersonal skills and the ability to manage multiple projects effectively.
  • Research and analytical capabilities with keen attention to detail.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).
