The Bureau of Budget is tasked with assessing New York City's fiscal, cash, and economic status by scrutinizing revenue collections, expenditures, the capital program, and the local economic landscape. This Bureau leverages its charter-mandated responsibilities to advocate for transparency and accountability in financial reporting and budgeting.

The Bureau is responsible for reviewing and commenting on the City's Financial Plan, issuing reports on cash balances and debt capacity, and overseeing an independent actuarial audit to assess the assumptions underlying the City's pension contributions.

Additionally, the Bureau conducts regular evaluations of the City's economic outlook and revenue performance, striving to lead discussions on the City's fiscal health through reliable and insightful economic and budget research.


Reporting to the Director of Tax Policy and Revenue Analysis, the Senior Analyst of Tax Policy will assist in projects that analyze and forecast the diverse sources of tax revenue for the City, as well as evaluate tax reform proposals.

This role demands strong quantitative and economic analytical skills, along with a keen interest in taxation and tax policy.

The responsibilities of this position include, but are not limited to, the following:

  • Develop and maintain econometric models for forecasting specific categories of local tax revenue and their economic underpinnings;
  • Monitor and analyze monthly tax revenue collections, assessing performance against forecasts;
  • Stay informed on federal, state, and local tax proposals, evaluating the implications of proposed legislative changes on NYC tax revenues and local taxpayers;
  • Provide forecasts of economic indicators, tax revenue projections, and other analyses for charter-mandated reports on the City Budget;
  • Engage in tax reform discussions and analyze specific proposals;
  • Gain a comprehensive understanding of the City's tax structure, identifying key issues to formulate specific tax policy recommendations and assess their potential impacts. Areas of focus may include property taxes, personal income tax, tax credits, and targeted tax incentives;
  • Assist in monitoring, modeling, and forecasting the City's economic conditions;
  • Contribute research and analysis to the monthly economic newsletter and other long-term projects and reports;
  • Support the preparation of charter-mandated reports on the City's Financial Plan.
QUALIFICATIONS/

Skills and Experience Requirements:

A Master's degree in Economics, Public Policy/Administration, Finance, or a closely related field with coursework in econometrics or equivalent, along with three (3) or more years of professional experience in tax revenue and/or economic modeling; or, equivalent combined education and/or experience. Ph.D. level coursework and/or degree may count toward experience.



Qualifications

  • A baccalaureate degree from an accredited institution and two years of full-time experience in budgetary planning, financial analysis, management, or engineering. Progress toward a Law degree or a Master's degree in business, public administration, economics, engineering, or a related field may substitute for experience on a year-for-year basis.
