Position Overview:
The New York City Department of Housing Preservation and Development (HPD) stands as the largest municipal agency dedicated to housing preservation and development in the nation. Our mission is to foster quality housing and vibrant neighborhoods for New Yorkers through various loan and development initiatives aimed at creating new affordable housing, preserving existing housing affordability, enforcing housing quality standards, and providing educational resources for tenants and property owners.
About the Team:
The Office of Development spearheads the execution of the Mayor's Housing Plan, with the ambitious goal of creating or preserving 300,000 units of affordable housing. This effort is conducted in close partnership with HPD colleagues, other city and state agencies, and the New York City Housing Development Corporation (HDC).
Office Structure:
The Office of Development comprises nine divisions, including:
- Executive Office Operations and Policy
- Division of Compliance and Enforcement
- Division of Housing Incentives
- Division of Building & Land Development Services
- Division of New Construction Finance
- Division of Homeownership Opportunities & Preservation
- Division of Preservation Finance
- Division of Special Needs Housing
- Division of Portfolio Management and Conversion
Your Contribution:
The Tax Incentive Programs unit within the Division of Housing Incentives administers a diverse range of tax abatement and exemption programs to support both private and publicly-subsidized rehabilitation and new construction initiatives across New York City. As a Tax Benefits Analyst, you will acquire invaluable expertise in navigating some of the most intricate and sought-after tax benefits applicable to new and rehabilitated residential buildings.
Key Responsibilities:
- Evaluate and analyze applications for completeness and eligibility, preparing files for supervisory review.
- Conduct research utilizing public and internal databases to verify application details.
- Monitor the status of applications and documentation, generating necessary correspondence.
- Identify and assess eligibility challenges, troubleshooting application issues.
- Provide programmatic and technical assistance to filing agents and the general public regarding tax incentive applications.
- Guide junior analysts on program specifics and application assessments.
- Ensure electronic data integrity and track the status of all assigned applications.
- Maintain organized and comprehensive case files.
- Collaborate with division staff to update tracking and case management systems, compiling data for reports to senior management.
- Assist senior staff with special projects as required.
Qualifications:
Candidates should possess:
- A bachelor’s degree from an accredited institution and two years of experience in community work or related activities; or
- A high school diploma or equivalent with six years of relevant experience; or
- A combination of education and experience equivalent to the above.
Preferred Skills:
- Exceptional verbal and written communication abilities.
- Strong interpersonal skills and the capacity to manage multiple projects effectively.
- Research and analytical proficiency with meticulous attention to detail.
- Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).
