About the Role

Noblis is seeking a highly skilled Senior Management Analyst to join our team in the Countering Weapons of Mass Destruction (CWMD) office under the Department of Homeland Security (DHS). As a key member of our team, you will play a critical role in addressing threat anticipation, identification, and analysis support to DHS components and other decision makers.

The ideal candidate will possess excellent communication skills, including technical writing and editing, and oral presentations. You will be responsible for briefing key CWMD staff and external stakeholders on tasks, projects, and other work activities, as well as surveying stakeholders for requirements and user satisfaction with delivered outputs.

We are looking for a highly organized and critical thinker who can work autonomously and follow through to completion. The ability to multi-task and respond to quick turn-around requests is essential, as is the ability to work on-site in Washington D.C. with some opportunity to work remotely part-time.

Responsibilities
  • Technical editing and writing of biosurveillance products, standard operating procedures, and other relevant documentation.
  • Briefing key CWMD staff and external stakeholders on tasks, projects, and other work activities.
  • Surveying stakeholders for requirements and user satisfaction with delivered outputs.
  • Training and mentoring new analysts and advancing the client's training program and repository of standard operating procedures.
  • Innovating around new processes and products to enhance early detection and improved analysis of biological threats globally.
Requirements
  • Active Secret Clearance or ability to qualify for a Secret Clearance, if sponsored.
  • Ability to obtain Department of Homeland Security suitability adjudication (i.e., security screening).
  • Excellent communication skills to include technical writing and editing, and oral presentations.
  • Well organized, critical thinker, exceptional customer service skills for engaging with federal government clients.
  • Ability to work tasks autonomously and follow through to completion.
  • Ability to multi-task and respond to quick turn-around requests.
  • Competence to function efficiently and effectively in a fast-paced, demanding work environment.
  • Ability to work on-site in Washington D.C., though there may be some opportunity to work remotely part-time.
Education and Experience
  • Bachelor's degree and minimum of 11 years of experience.
  • Or Master's degree and minimum of 10 years experience.
  • Or no degree and minimum of 15 years of experience.
Desired Qualifications
  • Active Secret clearance or Top Secret clearance.
  • Previous professional work with federal, state, or local government entities.
  • Demonstrated knowledge of biodefense, public health, CWMD, and/or CBRN areas of work.
  • Specialized management analysis experience in areas such as business process reengineering, configuration management, quality control/assurance, organizational performance assessments, mission analysis, and strategic planning.

Salary at Noblis is determined by various factors, including education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full-time status. Part-time staff receive a prorated salary based on regularly scheduled hours.
