Job Description

The City of New York is seeking a highly skilled and experienced Director to lead the Regulatory Reform team within the Division of Business Services. The successful candidate will be responsible for managing projects and programs that aim to streamline City regulatory processes and support the small business community.

Key Responsibilities:
  • Manage multi-agency projects from inception to implementation, utilizing creative problem-solving and strategic thinking to ensure success.
  • Create and communicate project plans, including identifying milestones and risks, to multiple stakeholders.
  • Develop and implement reports and presentations for internal and external use.
  • Provide implementation support for projects, including problem-solving, issue identification, and document development.
  • Evaluate and create strategic solutions to improve the efficacy and efficiency of projects.
  • Monitor and respond to City, State, and Federal legislation.
  • Research and analyze current laws, policies, and processes, and develop necessary revisions.
  • Assist the Deputy Commissioner and Assistant Commissioner in managing and interpreting political and policy developments and formulating agency strategy.
  • Research best practices and develop recommendations and plans for implementing new laws, policies, and procedures.
  • Interface with key members of industry groups to outline industry priorities for regulatory change.
  • Work with various agencies to analyze and document policies and processes, developing necessary revisions.
  • Represent the Assistant Commissioner and executive staff with internal and external stakeholders.
  • Collaborate with SBS Legal and Procurement teams to develop RFPs and contracts.
  • Oversee staff and consultants.
  • Manage the day-to-day operations of the Small Business Hotline as the central telephonic intake and outreach channel for small businesses seeking SBS services.
  • Hire and train new team members, as necessary.
  • Coach, mentor, support, and train staff, as required.
Qualifications:
  • A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation of resources, and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive, or supervisory capacity.
  • An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described above, 18 months of which must have been in an administrative, managerial, executive, or supervisory capacity.
  • A four-year high school diploma or its educational equivalent and six years of satisfactory, full-time progressively responsible experience as described above, 18 months of which must have been in an administrative, managerial, executive, or supervisory capacity.
