Overview

Colliers Engineering & Design is seeking a highly skilled Natural Resource Project Manager to lead environmental permitting efforts, mentor staff, and support business development activities for development, renewable, and/or oil and gas projects across Florida.

This role is suitable for both experienced Project Managers and individuals new to Project Management who are looking for an opportunity to grow and develop their skills in a dynamic national practice.

Responsibilities
  • Guide the NEPA planning process and oversee all aspects of a project, including client contact, budget control, and invoicing, schedule, personnel allocation/planning, public interest facilitation, technical approach, and subcontractor involvement.
  • Coordinate with clients, regulatory/resource agencies, and local governments to ensure successful project outcomes.
  • Manage technical studies and ecological resource teams with assessments and various natural resource surveys.
  • Lead the preparation of USACE permit applications, biological assessments, environmental impact statements, Environmental Assessments, and Categorical Exclusions.
  • Provide quality assurance and quality control for all final products to ensure technical accuracy and regulatory compliance.
  • Lead technical elements of proposal development, including scope, budget, and schedule to ensure complete satisfaction.
  • Provide technical direction and mentoring to developing staff.
  • Assist with local and out-of-town biological surveys as required.
Qualifications
  • Bachelor's degree in Ecology, Botany, Biology, Zoology, Natural Resource Management, or a similar field.
  • Masters degree in a pertinent field is preferred.
  • Minimum 5 years of experience required in environmental planning, assessment, and permitting.
  • Thorough understanding of environmental regulations governing water of the US and protected species.
  • Working knowledge of agencies including USACE, TPWD, FDOT, FERC, FHWA, FRA, FTA, FAA.
  • FDOT precertifications are a plus.
  • Excellent verbal, written, and interpersonal communication skills with experience presenting at public workshops and facilitating meetings with regulatory/resource agencies.
  • Demonstrated ability in collaborative problem-solving with stakeholders, clients, and teammates.
  • Demonstrated leadership in striving to continuously improve technical performance.
  • Willingness to travel for project work and business development opportunities.
  • Must have a good driving record and valid driver's license.
  • ESRI GIS application skills are a plus.
  • Ability to read, write, and understand English for purposes of comprehending written job-related communications and verbal instructions and interactions.
