Job Title: Senior Resident Manager

We are seeking an experienced and highly motivated Senior Resident Manager to join our team at Cabrillo Economic Development Corporation (CEDC). This is a full-time position based in Santa Paula, CA, and requires the ability to live on-site.

Job Summary:

The Senior Resident Manager will be responsible for the day-to-day management of our 148-unit senior 55+ community, ensuring compliance with tax credit and Section 8 regulations. This includes supervising on-site staff, maintaining resident files, and conducting income certifications.

Key Responsibilities:
  • Manage property operations, including tax credit compliance and Section 8 reporting.
  • Supervise on-site staff, including assistant resident managers and maintenance personnel.
  • Retain resident files and conduct income certifications according to program guidelines.
  • Maintain resident and applicant relations, ensuring compliance with Occupancy and Fair Housing guidelines.
  • Assist in budget preparation and monitoring to ensure expenses are within approved limits.
  • Review and analyze financial reports, preparing variance notes to track expenses.
  • Market and lease vacancies to maintain a 100% occupancy rate.
  • Collect rent, make bank deposits, and prepare weekly and monthly reports.
  • Manage application processes, move-ins, move-outs, and other compliance-related duties.
  • Conduct daily walk-throughs, bi-annual unit inspections, and prepare inspection reports.
  • Supervise maintenance work performed by staff and outside vendors.
  • Prepare purchase orders for maintenance supplies and maintain purchase orders files.
  • Handle petty cash funds and provide weekly and monthly reports to the Property Management Director.
  • Participate in community building activities, meetings with residents, and City Council meetings.
  • Enforce company rules, policies, and procedures.
  • Accept after-hours phone calls for emergency maintenance requests.
  • Ensure overall security of the property.
  • Attend training seminars, workshops, corporate meetings, and events.
  • Work with staff, resident leaders, and Property Supervisor to develop annual community building goals and monitor progress.
Requirements:
  • Minimum High School diploma or GED equivalent certificate.
  • Bilingual (English/Spanish) required.
  • Minimum 3 years of experience in managing affordable properties.
  • Tax credit compliance and reporting training required.
  • Rural Development Program and Reporting desired.
  • Experience with Yardi and Rent Cafe software.
  • Basic marketing skills to lease market rate units.
  • Sufficient computer proficiency to produce correspondence, reports, and flyers.
  • Familiarity with Fair Housing Laws and California Landlord and Tenant Law.
  • Ability to communicate clearly and effectively, both orally and in writing.
  • Able to travel for property management and community building training.
