Job Summary:

We are seeking a highly skilled Regional Project Manager to join our team at the State of Oregon. As a key member of our Economic Development Division, you will play a critical role in promoting business and economic development opportunities throughout the state.

Key Responsibilities:

  • Evaluate project budgets and disbursement schedules to identify potential risks and develop strategies to mitigate or avoid them.
  • Collaborate with recipients and follow contracting guidelines to develop project descriptions, contractor statements of work, and review and evaluate bids from contractors.
  • Work with Regional Development Officers to assist cities, counties, tribes, special districts, and other agency staff to coordinate the development of Agency projects.
  • Analyze project eligibility and feasibility, comparing applications against relevant laws and regulations to determine whether proposed projects are feasible and cost-effective.
  • Negotiate contractual agreements and amendments between the department and applicants, defining terms and conditions for awarding funds.

Program and Technical Assistance:

  • Manage and coordinate an agency legislative-funded project tracking system of significant size and complexity.
  • Assist program staff in reviewing statutes, rules, and policy to recommend changes that enhance programs and streamline operations.
  • Maintain extensive knowledge of departmental programs related to infrastructure and community development to carry out the Agency's mission and make recommendations for policy changes.

Communications and Coordination with Interagency Teams:

  • Provide information for Department and team success stories for communications purposes and as requested by stakeholders.
  • Assist in tracking agency and team performance metrics.

Requirements:

  • A bachelor's degree in business or public administration, behavioral or social sciences, finance, political science, or any degree demonstrating the capacity for the knowledge and skills.
  • Four years of professional-level evaluative, analytical, and planning work.
  • Or any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

Business Oregon is the economic development agency for the state of Oregon. We have about 180 people on our team, and we work with communities and businesses to promote business and economic development opportunities throughout the state.

We use our programs and expertise to help businesses grow, add jobs, diversify the economy, and increase Oregon prosperity. We work with communities to enhance and expand infrastructure and community safety with projects such as water/wastewater systems, seismic rehabilitation for schools, or rural broadband development.
