Civil Engineer IV

The City of Chesapeake's Department of Public Works is seeking a highly skilled Civil Engineer IV to lead our Stormwater Engineering Section. As a key member of our team, you will be responsible for managing and supervising complex stormwater engineering projects, including hydrologic and hydraulic modeling, analysis of watersheds, and design of stormwater improvement projects.
Key Responsibilities:- Oversee the City's Master Drainage Plan and develop designs for various types of flood control and water quality improvement projects.
- Manage the development of contract documents, including construction plans, specifications, and cost estimates.
- Provide administrative control, including budgetary, scheduling, and quality control/quality assurance for all types of complex stormwater studies and projects.
- Prioritize, plan, and program stormwater capital improvement projects.
- Prepare operating and capital budgets, oversee and approve expenditures, and prepare financial forms and reports.
- Investigate and respond to drainage inquiries and concerns from contractors, staff, and the general public.
- Oversee and coordinate the rain assessment procedure to document flooding during certain rain events.
- Manage technical support for the Operations and Maintenance division for drainage-related requests.
- Develop and interpret policies and procedures to ensure the flow of operations and accomplishment of goals.
- Manage the team workload and supervise, train, and evaluate subordinate staff.
- Attend or conduct staff meetings to exchange information and attend in-service training, classes, or conferences to improve professional skills.
- Requires a bachelor's degree in civil engineering or a closely related field.
- Requires a valid driver's license and a driving record that is in compliance with City regulations.
- Requires a Virginia Professional Engineer license or a Professional Engineer license from another state with the ability to be licensed in Virginia within 12 months of employment under a reciprocity agreement.
- Requires a minimum of seven years of related, full-time equivalent experience.
