Job Summary

This position is located in the Architect of the Capitol (AOC), Library Buildings and Grounds (LBG), Tenant Services Division.

As a General Engineer/Architect, you will provide project management support for a wide variety of complex projects covering multiple disciplines for the Library of Congress (LOC) facilities.

You will also perform investigations, surveys, and analysis with limited guidance from senior project managers to determine the scope and nature of required projects.


Responsibilities
  • Provide project management support for complex projects covering multiple disciplines for the Library of Congress (LOC) facilities.
  • Perform investigations, surveys, and analysis to determine the scope and nature of required projects.
  • Oversee project planning, design, budgets, and construction schedules to ensure projects are completed within guidelines and on time.
  • Independently determine the source of and resolve problems relating to design and construction delays, excessive costs, and other technical problems.
  • Develop authoritative responses to project questions and issues.
  • Ensure that renovations preserve historically significant building characteristics and include the sustainability of green building, energy and water conservation goals.
  • Conduct periodic visits to the field to provide on-site guidance, advice, and line-item review of programs/projects.
  • Ensure contractor compliance with contract specifications.
  • Provide guidance and technical advice to lower-grade employees and specialists within the organization in the performance of related assignments.
  • Resolve technical difficulties and issues involving historic preservation.
  • Ensure that organizational strategic plan, mission, vision, and values are communicated and incorporated into strategies, goals, objectives, work plans, and services.

Requirements
  • Must be able to pass a drug test.
  • Must meet the United States Office of Personnel Management's (OPM) qualification requirements for the advertised position.
  • Must meet all eligibility and qualifications requirements by the closing date of the job announcement.
  • Must have at least 52 weeks of specialized experience equivalent to the GS-12 grade level in the Federal service.
  • Must possess a bachelor's degree in professional engineering or architecture.
