Position Overview
Under the guidance of the Field Services Manager, this role involves planning, organizing, and overseeing a team responsible for the maintenance and operation of wastewater collection systems, equipment, and facilities. The position encompasses a variety of technical and administrative support functions, ensuring efficient service delivery and compliance with established standards.

Key Responsibilities
  • Supervise and schedule the work of wastewater collection maintenance and construction crews, ensuring effective task assignment and prioritization.
  • Provide recommendations for personnel selection, promotion, and disciplinary actions.
  • Conduct performance evaluations and manage employee grievances.
  • Develop and implement work schedules, ensuring timely completion of tasks.
  • Interpret and enforce policies and regulations related to wastewater collection operations.
  • Maintain accurate records of payroll and work-related information.
  • Ensure compliance with safety protocols and provide training to staff.
  • Evaluate equipment and material needs for daily operations.
  • Prepare cost estimates for projects and monitor budget adherence.
  • Engage with contractors for new construction projects and oversee job site inspections.
  • Respond to citizen inquiries and complaints regarding services.
  • Coordinate emergency repairs and operations as necessary.
Qualifications
Knowledge:
  • Understanding of wastewater collection methods and materials.
  • Familiarity with construction practices related to water and wastewater infrastructure.
  • Knowledge of applicable laws, codes, and safety regulations.
  • Proficiency in record-keeping and supervisory principles.
Skills:
  • Ability to effectively train and supervise staff.
  • Strong communication skills for interaction with the public and contractors.
  • Competence in preparing reports and cost estimates.
  • Capability to maintain effective working relationships with diverse stakeholders.
Licenses and Certifications
  • Valid California driver's license.
  • Certification as a Water Distribution Operator Grade II or higher.
  • Collection System Maintenance certification Grade III or higher.
Education and Experience
High school diploma or GED is required; an associate's degree is preferred. Candidates should have five years of journey-level experience in water distribution and/or wastewater collection system maintenance, including supervisory experience. Completion of relevant coursework in water/wastewater technology or related fields is also required.

Physical Demands
This position requires physical stamina, including walking on uneven terrain, lifting up to 100 pounds, and the ability to work in various environmental conditions. Safety equipment and protective devices are mandatory.
