Job Summary:

The Family Services Specialist III is a critical role in the Virginia Department of Social Services, responsible for providing high-quality services to vulnerable populations. This position requires a strong understanding of social work principles, human behavior, and motivational theory. The ideal candidate will have considerable knowledge of laws, policies, and regulations related to human services program areas, as well as excellent interviewing and investigating techniques.

Key Responsibilities:

Monitor, coordinate, and administer specific assigned programs
Coordinate services within specific areas of responsibility
Write service plans and present cases to determine appropriate services
Track expenditures, prepare and submit budget estimates, and ensure payment for services
Interpret laws, policies, and regulations as applied to specific areas of responsibility
Complete necessary federal, state, and local planning and reporting requirements
Manage program waiting lists
Provide case management services to monitor compliance
Provide foster care casework services
Train foster parents and submit progress reports to the court
Refer families to treatment resources within the community
Transport children to placements, meetings, therapy sessions, doctor and dental appointments, and for visitation with families
Attend court, testify in court, and coordinate cases with attorneys
Provide parent education and support for families in target populations
Conduct intensive in-home counseling and prepare reports to referral sources regarding the status of various interventions
Interview and assess clients and assign to appropriate groups
Inform clients of service programs and the rules and regulations, and right to participate
Conduct overall monitoring of programs in specific areas of responsibility
Serve as a resource to clients and the community in areas of expertise
Provide after-hours on-call coverage and respond to emergencies in child/adult protective services and/or foster care
Perform investigative duties, including screens referrals for validity, interviewing all parties involved, assessing immediate and long-term dangers/risks to children, and developing written services plans documenting goals, objectives, and details of the services provided for each case
Provide program administration and caseload management services
Conduct visits and maintain contact with other professionals
Accompany victims and their families to court appearances
Serve as support for the family, file petitions, testify in criminal and civil cases, prepare court-ordered home assessments and custody home studies, establish and maintain case records, code, enter, and update new and ongoing cases in the state computer information system, and represent the agency at various functions such as making speeches at civic and business associations, providing training and workshops on child/adult abuse and neglect for public and private organizations

Requirements:

Bachelor's degree in a Human Services field or a Bachelor's degree in any field with a minimum of two years of appropriate and related experience in a Human Services area
Considerable experience in assigned program areas and completion of required training programs or an equivalent combination of training and experience that provides the required knowledge, skills, and abilities
Possession of a BSW or MSW degree and a Commonwealth of Virginia Social Worker license are desirable

Preferred Qualifications:

Current experience working for the Virginia Department of Social Services (VDSS) or prior VDSS experience in Child Protective Services (CPS)
Experience in Child Welfare
Experience or knowledge of OASIS and/or Peer Place
Experience writing service plans, reports, or other related types of reports

Special Requirements:

Emergency Duty (On-Call) participation is required to comply with mandated responsibilities as listed under Section ,B; Section ; and , Code of Virginia
Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term departmental needs and/or City-wide emergencies
