Job Overview

Job Summary

We are seeking a highly experienced Senior Program Manager to lead our Ports and Borders program. The successful candidate will be responsible for overseeing the coordination, management, and execution of all program activities, including Civil Works scoping, management, and execution, delivery of products and/or services, demonstration of customer specification performance and quality, scope management, cost management, scheduling, resourcing, risk management, and realization of revenue and profit during the entire lifecycle of a program or project.

Key Responsibilities

  • Lead and manage all contract requirement deliverables, including all design, testing, installation, and training elements of the program and/or order/project.
  • Work directly with key government representatives to drive program compliance, submittal of funding requests, billing, contract modifications, and creation of white papers.
  • Develop and manage process for issues identification and resolution, escalating unresolved issues in accordance with the company's governance model.
  • Conduct risk assessment of program deliverables based on impact and probability, taking action to mitigate risk and escalating risks in accordance with the governance model.
  • Monitor program readiness for achieving deliverables, making necessary adjustments to ensure deliverables are compliant, on time, and within budget.
  • Assist business development, sales, and product development activities by conducting feasibility analyses of potential programs.
  • Analyze and respond to requests for proposal (RFP), requests for quote (RFQ), and requests for information (RFI) in accordance with the company's criteria for program acceptance and rejection.
  • Identify business development and value-added sales opportunities related to programs, support product management efforts to manage the lifecycle of products and/or services, including improvements, enhancements, and obsolescence, and support negotiations with customers.
  • Report program status to all stakeholders, prepare and present periodic status reports, and monthly program management reviews.
  • Benchmark program management approaches and developments with external customers and promote best practices with other company colleagues.
  • Create effective business communication encompassing technical proposals for customer requirements, business briefings, and presentations.
  • Train and coach direct reports and other company colleagues where appropriate, complying with all applicable U.S. export control and security regulations, and complying with and promoting all relevant legal requirements and company policies and procedures, including business ethics, data protection, and health and safety.

Requirements

  • 10 years or more of program/project management experience.
  • BS or BA degree in related technology or business management.
  • PMP accreditation preferred.
  • Experience managing a cross-functional team indirectly.
  • Experience in manufacturing or engineering environments.
  • Understanding of global business and U.S. specific government business.
  • Ability to implement, lead, and direct program teams in the use of company or industry standards for program management and related processes.
  • Experience in obtaining various permits, licenses, and certifications for contract requirements.
  • Experience working in a highly matrixed organization.
  • Previous experience in hardware programs, ordering materials, delivery of equipment.

Preferred Qualifications

  • Civil Works program management experience.
  • Experience working on U.S. government contracts and/or with the Customs and Border Protection (CBP) service.
  • Working knowledge of financial concepts and measurements to program management, such as ROI, earned value management, and net present value.
  • Able to manage cross-functional teams in a matrix environment, influence people outside of direct reporting relationships, and communicate effectively at all levels.
  • Able to use MS Office suite and MS Project.
  • Ability to travel 50% of the time at various stages of a program.
