Overview of Responsibilities
This position is designed to deliver comprehensive project oversight, operational guidance, design support, procedural management, inspection, and engineering assistance for a diverse range of engineering initiatives and programs within the department.
KEY FUNCTIONS & DUTIES
The following duties are indicative of the primary responsibilities associated with this role. Employees may be assigned additional job-related tasks as necessary.
- Acts as the primary project leader for engineering initiatives; supervises and evaluates the work of contracted engineering professionals.
- Plans and develops infrastructure projects including roadways, sewage systems, highways, water treatment facilities, and construction of bridges or buildings; establishes project scope and coordinates necessary surveys and soil assessments; estimates project quantities and costs.
- Drafts specifications and contract documents; performs complex calculations; prepares time and material cost assessments.
- Conducts inspections and oversees the examination of infrastructure projects, including streets, sewage systems, highways, and water treatment facilities; assesses contractors' payment requests.
- Serves as a liaison with consulting engineers, contractors, suppliers, other municipal departments, and governmental agencies regarding technical aspects of assigned projects.
- Provides leadership to junior engineers, drafters, and engineering support staff in creating plans, drafting specifications, conducting preliminary and construction layout surveys, and inspecting ongoing construction for compliance with plans and specifications, as well as quality of materials and workmanship.
- Manages specific programs relevant to the area of assignment.
- Engages in various investigative and public relations activities related to public works and engineering functions.
- Performs other related duties as assigned.
Required Qualifications
Education and Experience
- A Bachelor's degree in Civil, Electrical, or Mechanical Engineering from an accredited institution.
- A minimum of three (3) years of relevant experience in Civil Engineering pertaining to the area of assignment.
- Alternatively, any equivalent combination of education, training, and experience that equips the individual with the necessary skills, knowledge, and abilities.
- Fundamentals of Engineering (F.E.) Certification.
- S-4 or S-3 Water Operators license (or the ability to obtain within six months of hire).
- Professional Engineer's License.
- Stormwater Certification for Construction Site Inspections.
- Comprehensive Stormwater Certification.
- Industrial Stormwater Operator Certification.
- Construction Stormwater Operator Certification.
- Soil Erosion Plan Review and Design Certification.
Additional Qualifications
Knowledge of:
- Basic bookkeeping principles and practices.
- Civil engineering and topographic surveying methodologies.
- Modern office procedures, methods, and technology.
- Current methods and techniques in the design, construction, and maintenance of public works.
- Land Use Development Permitting (LUDS).
