The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization committed to enhancing military medicine. This role will be in support of the Uniformed Services University of the Health Sciences in the Department of Anatomy, Physiology, and Genetics. HJF is looking for a Project Manager II/III to oversee a series of interconnected projects that collectively support a long-term research initiative. The Project Manager will assist several department Principal Investigators with proposal management and submissions, compliance with report submissions, budget oversight, personnel management, comprehensive project management, sub-awards, contracts, and procurement.

Key Responsibilities:
  • Act as the primary contact and liaison among internal and external stakeholders (including Principal Investigators, Program Sponsors, organizational leadership, laboratory managers, and project leaders). Establish and nurture effective working relationships on shared interests. Monitor and report on progress and outcomes.
  • Initiate, execute, and oversee program actions such as budgeting, purchasing, and hiring. Collaborate with project stakeholders to ensure that detailed business and technical requirements are defined for program success.
  • Manage essential program components, including but not limited to the statement of work, budget, and budget justification for grant sub-awards. Complete necessary forms, secure final approvals from the prime and sub-award principal investigators, and submit final documentation to the sub-award team. Prepare requests for vendor contracts and sub-contract actions and proposals, ensuring full compliance with all contractual and regulatory requirements.
  • Supervise junior program members and hold responsibility for their recruitment. Support the hiring process for new department personnel by reviewing resumes, coordinating callbacks for pre-screened candidates, and participating in interviews.
  • Prepare proposals in response to specific requests for proposals (RFPs) from various for-profit, non-profit, and government entities. Develop a submission plan according to the outlined RFP guidelines and collaborate with the pre-award team to submit the proposal with necessary corrections.
  • Provide guidance on manpower utilization, workflow, and operational procedures to enhance efficiency and productivity, while recommending overall improvements for the program. Analyze costs and pricing data submitted by contract centers to verify and substantiate direct and indirect costs.
  • Lead a team of scientific project managers supporting specific center missions, ensuring collaboration among all project leaders on these center awards. Assess and provide training as necessary to project managers and their support staff.
Required Knowledge, Skills, and Abilities:
  • Comprehensive understanding of federal budget processes and fundamental project management principles.
  • Strong interpersonal skills, including the ability to communicate clearly both verbally and in writing, build and maintain teams, and identify and resolve issues.
  • Proven ability to plan, schedule, and coordinate activities to meet deadlines.
  • Familiarity with various software applications, including but not limited to Microsoft Office, proposal/project tracking, and data analysis software.
  • Prior experience in the life sciences is highly preferred.
Supervisory Responsibilities:
  • Direct Supervisor: Has the authority to make decisions regarding employee hiring, disciplinary actions, starting salaries, and merit increases; conducts employee performance evaluations and directs work activities.
Physical Capabilities:
  • Ability to remain seated or stand at a computer for extended periods.
Qualifications:Work Environment:
  • This position will primarily be in an office setting.
Education and Experience:Level II:
  • Bachelor's degree required; Master's degree preferred. A background in Business Administration or Life Sciences is preferred.
  • Minimum of 6-8 years of relevant experience required.
Level III:
  • Bachelor's degree required; Master's degree preferred. A background in Business Administration or Life Sciences is preferred.
  • Minimum of 9-10 years of relevant experience required.
Licenses and Certifications:
  • Project Management Professional (PMP) certification is preferred.
