Job Summary

Axle is a leading bioscience and information technology company that offers cutting-edge advancements in translational research, biomedical informatics, and data science applications to research centers and healthcare organizations worldwide. We are seeking a highly skilled Program Manager to join our team and lead the performance of our contract at the National Institutes of Health (NIH).

Key Responsibilities
  • Oversee the performance of the work in support of our contract at the NIH, ensuring timely and budget-friendly completion of tasks.
  • Manage contractor personnel and contractual issues, serving as the primary interface between the Government and the contractor team.
  • Establish workload requirements to align employees with task assignments, ensuring effective project management.
  • Collaborate with the Government Contracting Officer (CO), Contracting Officer Representative (COR), government management personnel, and customer agency representatives to provide overall direction and guidance for all aspects of the program.
  • Develop and maintain relationships with customers to establish business growth opportunities.
  • Ensure contract management and financial reporting, problem resolution, and user satisfaction.
  • Comply with NIH policies and procedures.
  • Formulate and enforce work standards, assign contractor schedules, review work discrepancies, supervise contractor personnel, and communicate policies, purposes, and goals of the organization to subordinates.
  • Manage and coordinate contractor staff to fulfill objectives defined in the Statement of Work through all phases of the project.
  • Oversee overall contract performance and identify potential program risks.
Requirements
  • Bachelor's Degree
  • 10 years of relevant experience in managing programs and teams
  • Demonstrated ability to manage a portfolio of projects
  • Experience in identifying and mitigating program risks
  • Able to manage staff and program cost, schedule, and performance
  • Well-versed with Government contract mechanisms, including the Federal Acquisition Regulation (FAR), and other supplements
  • Proven ability to interpret and negotiate large Government solicitations and contracts
Additional Qualifications
  • Contract management of programs from cradle to grave, with substantial knowledge of federal and other customer contracting regulations, policies, and practices
  • Expertise in managing and controlling funds and resources using complex reporting mechanisms
  • Demonstrated capability in managing multi-task contracts and/or subcontracts of various types and complexity
  • Proven track record of developing a Business Development Pipeline
  • Sales history mixed with Project Management skills preferred
  • Proven skill with Customer Relationship Management and growing an existing account
  • Collaboration with the Business Development team on acquiring new Task Orders
  • Proven experience with growing a business and growing a customer base
  • Responsible for ensuring Deliverables are done correctly and delivered on time
  • Collaboration with Leadership to identify new avenues to grow with NIH
  • Collaboration with Subcontractors to ensure their team members maintain business standards
  • Interview and onboard potential new hires, maintaining high employee retention
  • Lead quarterly reviews on progress for Leadership
  • Prepare PowerPoint decks for Contract/Task Order Kick-Offs as needed
