Job Title: Supervisory Contract Specialist

Naval Facilities Engineering Systems Command (NAVFAC) is seeking a highly skilled Supervisory Contract Specialist to join our team. As a key member of our procurement team, you will be responsible for leading the development, negotiation, and administration of contracts for design, construction, planning, and environmental engineering projects.

Key Responsibilities:
  • Oversee the planning, development, and administration of contracts for complex procurement programs.
  • Provide high-quality customer service and ensure transparent, timely communications with project managers, contracting officer representatives, and contractors.
  • Evaluate contractor past performance, price, experience, and technical ability to recommend trade-offs between cost/price and non-cost/price evaluation factors.
  • Review and approve contracting documents to justify contractual costs or negotiation decisions.
  • Makes decisions or recommendations on the interpretation and content of federal regulations and agency policies concerning development and management of complex procurements.
Requirements:
  • Must have experience with construction, architect/engineering, and environmental contracting, including knowledge of regulations such as FAR, DFARS, DFARS-PGI, NMCARS, and NPGI.
  • Ability to lead RFP development, technical evaluation, boards, competitive range determinations, best value determinations, and debriefs, with strong experience using SPS/PD2, ERP, and PIEE Suite Software.
  • Demonstrated leadership within a dynamic and growing team, balancing workload between interns and experienced contract specialists.
