Role Responsibilities:

JASINT is in search of a seasoned GWAC PMO Lead who possesses the expertise to orchestrate a team in responding to substantial GWACs, including OASIS+ and 8a STARS III. Ideal candidates will have a proven track record of managing multiple proposals in response to RFQs and TORFPs. They should demonstrate the ability to swiftly evaluate RFQs in alignment with JASINT's capabilities and strategic objectives. Strong communication skills, attention to detail, and a collaborative spirit are essential.

The PMO Lead will report directly to the Director of Strategic Growth and will be responsible for identifying procurement opportunities while spearheading the preparation and submission of successful proposals. This role involves collaborating with cross-functional teams to address GWAC RFPs, RFQs, and RFIs, ensuring timely delivery of compelling, compliant, and well-crafted proposals. The PMO Lead will engage with various internal stakeholders, including Program Management, Operations, Finance, and Human Resources, making this a highly visible position. Candidates should exhibit exceptional writing skills, meticulous attention to detail, and the ability to generate innovative solutions while working both independently and collaboratively. A self-starter with strong multitasking abilities who thrives under pressure is highly desirable.

  • Serve as the primary contact for assigned proposals, guiding the GWAC Bids and Proposals team.
  • Evaluate RFQs, RFPs, and RFIs to develop proposal outlines and strategic plans.
  • Facilitate proposal kickoff and debrief meetings, preparing comprehensive proposal plans, schedules, outlines, and compliance matrices for all proposal development phases.
  • Develop winning themes, value propositions, strengths, risk mitigators, and differentiated solutions to enhance initial proposal outlines.
  • Collaborate closely with operations, finance, and human resources to formulate effective win strategies and ensure consistent messaging throughout the proposal.
  • Lead multi-disciplinary teams in brainstorming sessions to develop solutions for key proposal elements, providing tactical advice and strategic direction for successful submissions.
  • Coordinate management reviews and approvals during the proposal development process.
  • Ensure proposal content adheres to RFP requirements, evaluation criteria, and technical specifications.
  • Monitor relevant competitive procurement opportunities, managing the bid opportunities pipeline and disseminating information to appropriate stakeholders.
  • Support the development and submission of successful bid responses by collaborating with the Bids team, internal experts, and contractors as necessary.
  • Conduct research to gather corporate information, product details, and other standard materials.
  • Enhance and maintain a library of reusable components, templates, and processes to streamline response times and improve quality for future bids.
  • Write persuasively, including executive summaries and critical components of deliverables such as past performance volumes, technical and management volumes, security volumes, and resumes.
  • Provide writing guidance to authors, volume leads, and capture coordinators to ensure clarity and conciseness in proposals.
  • Exhibit a strong aptitude for enhancing organization, flow, readability, completeness, and clarity in engineering-intensive proposals.

Post-Submission Activities:

  • Conduct debrief sessions with teams following proposal submissions.
  • Interview team members to assess successful or unsuccessful strategies and tactics.
  • Facilitate retrospective assessments on proposals to refine future strategies, processes, templates, and training.

Position Qualifications:

Minimum Experience:

  • 8 years of experience in Proposal Management.
  • At least 2 years of experience as a GWAC proposal lead.
  • Demonstrated ability to collaborate across organizations with effective communication, leadership, and project management skills.

Education:

Bachelor's degree in business or marketing.

Knowledge and Skills:

  • Advanced understanding of RFI/RFP processes and procedures.
  • Proficiency in editing and templating.
  • Strong command of the English language and effective communication skills.
  • Solid leadership, time management, and critical thinking abilities.
  • Strong working knowledge of SharePoint.

Physical Requirements:

This position is primarily sedentary; however, some filing may be required, necessitating the ability to move files, open filing cabinets, and bend or stand as needed.
