The Engineering Division of Leidos is seeking a Lead Technical Program Manager to oversee our interdisciplinary engineering team focused on pioneering technology solutions for the Department of Defense (DoD). This position is ideal for a program manager with expertise in product development, manufacturing, and a strong enthusiasm for engineering to: 1) strategize, 2) execute and supervise engineering investigations, and 3) manage design, development, and production projects related to antenna and transceiver communication systems in a dynamic and collaborative setting.

Key Responsibilities:
  • Utilizing design and application expertise in intricate communication systems (antennas, transceivers, networks, etc.).
  • Actively participating in engineering research, design, development, and maintenance projects.
  • Accountable for project timelines, budgets, and leading cross-functional technical teams to meet technical goals.
  • Guide a team through all lifecycle phases including requirements gathering, concept development, design evaluations, validation and verification, and production release following established IEEE systems engineering protocols.
  • Manage relationships among clients, technical personnel, and supply chain partners.
  • Envision innovative advancements for existing products and propose state-of-the-art technological opportunities for enhancing communication systems (e.g., digital beamforming).
Essential Qualifications:
  • Must be a U.S. citizen with an active Secret security clearance or the ability to obtain one.
  • Experience in Electronic Manufacturing Services (EMS) is required, including knowledge of pick-and-place, conformal coating, environmental testing, acceptance testing, and module/system assembly operations.
  • Strong organizational skills including requirement definition, time estimation, stakeholder communication throughout project phases, documentation, and testing.
  • A comprehensive engineering background sufficient to evaluate design data across electrical, software, mechanical, and physical science disciplines. The role necessitates collaboration with subject matter experts to make informed design trade-offs regarding cost and performance.
  • Proven track record in managing major suppliers and subcontractors.
  • Exceptional verbal, written, and interpersonal communication skills are essential for effective interaction with all internal and external stakeholders.
  • Demonstrated proficiency in business development across all areas including opportunity assessment, capture strategy, client engagement, and team leadership.
  • Familiarity with online platforms utilized by the Federal Government for solicitations and a successful history of developing opportunities within the DoD sector.
Preferred Qualifications:
  • Bachelor's degree in Engineering or equivalent experience, with 4-8 years of program management experience. Additional experience, education, and training may be considered in lieu of a degree.
