Job Summary

This position is located in the Office of the Chief Financial Officer (OCFO), Government Operations Cluster, Department of Employment Services (DOES).

The incumbent will provide technical oversight of the agency's deliverables to the U.S. Department of Labor, including formulating, justifying, monitoring, and developing process improvement strategies. Additionally, the incumbent will be responsible for executing the budget for several large and complex agency programs.

Key Responsibilities

Oversee and monitor the entirety of the cost allocation plan and/or the Negotiated Indirect Cost Rate Agreement (NICRA) as agreed upon by DOL and the Office of the Chief Financial Officer each fiscal year.
Serve as the subject matter expert for the Cost Allocation Plan/NICRA for DOES staff.
Lead the development, execution, analysis, and evaluation of the proposals for the Cost Allocation Plan/NICA.
Review grants requirements for administrative costs.
Validate the accuracy and adequacy of funding requests.

Requirements

Five (5) years of progressive experience performing the related duties and responsibilities such as budget formulation, justifying, monitoring, developing process improvement strategies; and grants management.
Previous expert level experience designing and implementing indirect cost rate proposals.
