Job Summary

The Mid-Maine Homeless Shelter seeks a skilled Program Manager to oversee the administration of homeless initiatives, including Case Management, Housing Navigation, and Prevention services. This role requires strong leadership and organizational skills to ensure the effective delivery of services and compliance with federal, state, and local requirements.

Key Responsibilities
  • Supervise and coordinate Case Management, Housing Navigation, and Prevention programs to ensure quality service delivery and compliance with funding requirements.
  • Facilitate weekly program-specific meetings to discuss progress, challenges, and best practices.
  • Recruit, train, and supervise program staff to ensure they have the necessary skills and knowledge to provide effective services.
  • Represent the shelter at regional meetings and events, providing educational presentations and promoting the shelter's mission and services.
  • Provide case management services to a small caseload of clients, ensuring their needs are met and they receive the necessary support.
  • Review and maintain records and statistics using the Homeless Management Information System (HMIS) to ensure accuracy and compliance with funding requirements.
  • Prepare and submit reports and requests required to receive state and federal funding, ensuring timely and accurate submissions.
  • Connect with clients to make them feel welcomed, safe, and respected, providing a positive and supportive environment.
  • Ensure staff have completed the intake process and care plans with all clients within three working days, maintaining accurate and up-to-date records.
  • Supervise the use of Charity Tracker to ensure documentation is completed within 3 days of services being provided, maintaining accurate and timely records.
  • Prepare, track, and submit Prior Authorizations and Continuing Stay Resolutions to Maine Care through the KEPRO system, ensuring timely and accurate submissions.
  • Prepare the Haynes Fund report monthly for the City of Waterville, maintaining accurate and timely records.
  • Assist the Chief Program Officer with monitoring program effectiveness, including quality assurance, data accuracy, and service delivery, ensuring continuous improvement and quality service delivery.
  • Organize and facilitate billing submission to Creative Energies, ensuring timely and accurate submissions.
  • Organize and schedule intakes and case assignments for program staff, ensuring efficient and effective service delivery.
Additional Responsibilities
  • Research and stay up-to-date on program and community resources to provide referrals to guests when unmet needs are identified, promoting a supportive and connected community.
  • Act as the shelter spokesperson, representing the shelter at public events and speaking engagements when requested, promoting the shelter's mission and services.
  • Attend staff meetings and come prepared to actively participate, contributing to a collaborative and supportive team environment.
  • Exhibit a positive professional attitude with residents, co-workers, clients, partners, and within the community, promoting a positive and respectful work environment.
