Job Summary

Fulton County, GA is seeking a highly skilled Management Policy Analyst IV to join our team. As a key member of our organization, you will be responsible for coordinating special projects, conducting research and analysis, and providing professional-level administrative and management support to our County Manager and other officials.

Key Responsibilities
  • Conduct operational research, productivity analyses, and management studies to assist in the management of departmental operations, programs, and services.
  • Compile and/or monitor various administrative and statistical data pertaining to divisional operations.
  • Research information pertinent to tasks or projects, analyze data, and identify trends.
  • Prepare or generate reports, make recommendations for changes in policies and procedures, and develop recommendations for changes in departmental policies and procedures.
  • Provide technical assistance and information to management to aid decision-making.
  • Perform financial reviews and analyses for the department, including compiling and evaluating operational data and cost histories, monitoring and reviewing billing activities, expenditures, and financial reports, conducting detailed cost analysis, and making recommendations to improve cost and operational effectiveness.
  • Coordinate special projects, including planning, design, implementation, and evaluation of moderate construction/maintenance projects, management studies, introduction of new programs, and various professional services.
  • Plan, implement, and administer new programs and/or major initiatives on behalf of county operations, including developing and managing program budgets, developing project goals, objectives, and operating parameters, overseeing contract service providers, evaluating program effectiveness and delivery of service, communicating with and serving as a liaison to key stakeholders and community partners, and providing feedback and reports to County officials as required.
  • Oversee professional contractors and/or consultants providing services for projects, including participating in the evaluation and selection of contractors/consultants, interfacing with and monitoring the contractors/consultants to ensure timely and quality completion of project, facilitating cooperation with the project throughout the organization, and providing information and support as needed.
  • Assist department managers with strategic and long-range planning for departmental operations, including participating in planning efforts at the local and regional level, keeping the Director apprised of developments at the state and federal level that impact the department, monitoring pending legislation for impact on operations, and overseeing compliance with new legislation.
  • Administer grants for various state and federally funded programs, including compiling and submitting grant applications, researching funding sources and program opportunities, assisting departments with grant activities, and monitoring and ensuring compliance with all requirements for awarded grants.
  • Respond to complaints and questions related to county or department operations, activities, or other issues, including providing information, researching problems, and initiating problem resolution, and working with supervisors and managers to ensure effective coordination and cooperation across units.
  • Represent the Director and department at various meetings, functions, and events, including serving as a liaison to various civic or governmental organizations and committees, taskforces, boards, and commissions, conferring regularly with officials from the state, authorities, and commissions, providing information about departmental operations, participating in discussions and decisions, and keeping the Director apprised of activities.
Requirements
  • Masters Degree in Public/Business Administration, a field related to assigned operation, or equivalent technical experience and certification.
  • Five years of progressively responsible experience in area of assignment.
  • Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Preferred Qualifications
  • Experience in conducting needs assessments to inform the development of new educational/training courses and programs.
  • Experience in analyzing the latest trends and technologies as it relates to adult education and instructional design.
  • Experience in designing, building, and overseeing internal Learning and Development programs, including identifying performance, skills, and/or behavior gaps, making recommendations, and providing solutions to improve performance, increase retention, and develop future leaders.
  • Experience in developing online and interactive courses on a learning management system (LMS).
  • Experience in managing staff assigned to roles with duties in virtual learning platforms and programming.
  • Experience in establishing operational and employee-level metrics.
  • Experience in writing standard operating procedures and policies.
