Job Summary
The Commonwealth of Virginia is seeking a highly skilled Senior Procurement Officer to join our team. As a key member of our Administrative Services Division, you will be responsible for procuring goods and services in an efficient and cost-effective manner, ensuring compliance with established procurement laws, rules, regulations, policies, and procedures.
Key Responsibilities
- Procure a variety of non-professional goods and services, including complex competitive procurements.
- Write and issue IFBs and RFPs, conduct pre-specification, pre-bid, pre-proposal, and post-award conferences.
- Prepare formal negotiation strategies, lead negotiations, and prepare final contracts.
- Receive and evaluate bids and proposals, and make award determinations.
- Coordinate and analyze feedback on contracts, recommend default actions, and contract cancellation.
- Administer contracts, serve as liaison between vendors and users, and provide guidance on contract-related discrepancies.
Requirements
- Experience formulating term contracts for the purchase of goods and services.
- Experience applying state, local procurement laws, regulations, and practices.
- Ability to obtain Virginia Contracting Officer (VCO) certifications.
- Skill in the use of computers and software applications.
- Experience in contract administration.
- Skill in resolving contract performance issues and disputes.
- Ability to process procurements in accordance with established policies, procedures, and guidelines.
Preferred Qualifications
- A combination of training, experience, or education in Business Administration, Public Administration, or related field.
- Possession of Certified Virginia Contracting Officer (VCO) certification.
- Experience managing goods and services procurements in a large, multidimensional/diverse business environment.
- Demonstrated knowledge of public procurement laws and regulations in the DGS/DPS Agency Procurement and Surplus Property Manual (APSPM).
