Job Summary

The Virginia Department of Transportation (VDOT) is seeking a highly skilled and experienced Senior Procurement Officer to join our team in Richmond, Virginia. As a key member of our Administrative Services Division, you will be responsible for procuring a variety of non-professional goods and services in an efficient and cost-effective manner.

Key Responsibilities
  • Procure goods and services through competitive procurements, including writing and issuing IFBs and RFPs.
  • Conduct pre-specification, pre-bid, pre-proposal, and post-award conferences.
  • Administer contracts, including coordinating and analyzing feedback, recommending default actions, and finding alternative sources.
  • Provide guidance to end-users on contract-related discrepancies and establish, manage, maintain, and administer various types of contracts.
  • Interpret and apply state, local procurement laws, regulations, and practices, including obtaining Virginia Contracting Officer (VCO) certifications.
Requirements
  • Experience formulating term contracts for the purchase of goods and services.
  • Ability to obtain Virginia Contracting Officer (VCO) certifications.
  • Strong analytical and problem-solving skills, with the ability to process procurements in accordance with established policies, procedures, and guidelines.
  • Excellent communication and customer service skills, with the ability to provide guidance to end-users on contract-related matters.
Preferred Qualifications
  • Education in Business Administration, Public Administration, or a related field.
  • Experience managing goods and services procurements in a large, multidimensional/diverse business environment.
  • Knowledge of public procurement laws and regulations in the DGS/DPS Agency Procurement and Surplus Property Manual (APSPM).
