Job Summary

We are seeking a highly skilled Procurement Officer to join our team in the Central Office's Professional Services Procurement Office. As a key member of our procurement team, you will be responsible for planning, organizing, and leading procurement processes to establish contracts for engineering professional services in support of transportation construction, design, and operations activities for Divisions and Districts statewide.

Key Responsibilities

  • Plan, organize, and lead procurement processes to establish contracts for engineering professional services
  • Provide customer service and communication to ensure effective, timely process
  • Maintain and interpret policies and procedures related to contract administration
  • Provide guidance to end users on contract-related discrepancies
  • Coordinate and analyze feedback on contracts
  • Recommend default action or contract cancellation and find alternative services
  • Assist users in selecting the best procurement methods and documentation requirements
  • Make contract documents available to users and determine appropriate goods and services for term contracts

Requirements

  • Skilled in applying federal, state, and/or local procurement laws, regulations, and practices
  • Knowledge of procurement techniques, research, analysis, scheduling, and planning
  • Ability to operate in an independent manner to achieve objectives as a team leader for improvements in efficiency and effectiveness in procurement and material management
  • Ability to provide thorough procurement oversight and guidance to customers
  • Ability to assess and implement improvements in scheduling and managing procurements
  • Knowledge of automated procurement systems, e-commerce, e-procurement, and material management related operations
  • Ability to communicate effectively orally and in writing
  • Ability to obtain Virginia Contracting Officer certification

Preferred Qualifications

  • Possession of procurement certification of Virginia Contracting Officer (VCO) or higher such as CPPB, CPPO, etc.
  • A combination of training, experience, or education in public policy, procurement, business administration, or related field
  • Advanced skill in the use of computers and software applications
