Job Summary:

We are seeking a highly skilled Development Resources Manager to join our team at the Oregon Housing and Community Services. This is a permanent, full-time management service position that requires a strong background in affordable housing finance and development.

Key Responsibilities:
  • Direct and manage a team of seven staff members as they develop, implement, and improve affordable rental housing programs.
  • Build and maintain relationships with key stakeholders, including the governor's office, legislature, and other critical partner groups.
  • Provide critical analysis, input, and development on Department key pieces of legislation that impact the Agency and its partners.
  • Advise on complex issues, review and recommend best practices, and develop communication protocols to relay consistent branding and message content to internal and external stakeholders.
Requirements:
  • Six years of supervision, management, or progressively related experience; or three years of related experience and a Bachelor's degree in a related field.
  • Expert level experience in affordable housing finance and development.
  • Experience working with federal resources, such as HOME, federal Housing Trust Fund (HTF), and federal Low-income Housing Tax Credits (LIHTC).
  • Expert level knowledge of program administration, development, and implementation.
  • Experience as a manager and promoting diversity, equity, and inclusion principles and practices in the workplace.
