Job Title: Airport Planning Manager

Job Summary:

The Airport Planning Manager is responsible for overseeing the administration of grants, ensuring compliance with FAA regulations, and coordinating the annual submission of FAA Airport Improvement Program (AIP) grants aligned with the Airport's Capital Improvement Plan.

Key Responsibilities:

  • Coordinate the submission of Federal and State Grants.
  • Assist with Capital Improvement Project management.
  • Prepare Passenger Facility Charge (PFC) applications and follow the process through approval.
  • Submit quarterly grant reports providing comprehensive updates on grant utilization and progress.
  • Provide support with daily operations.
  • Coordinate with various internal departments and external stakeholders to ensure collaborative efforts and compliance with regulations.
  • Evaluate requests for property improvement both on and off airport premises.
  • Assure compliance with airport construction regulations.
  • Administer the Disadvantaged Business Enterprise (DBE) and Airport Concessions Disadvantaged Business Enterprise (ACDBE) programs.
  • Oversee the procurement process, including soliciting and evaluating written bids.
  • Administer the Airport's Title VI Plan.

Requirements:

  • Bachelor's Degree in Aviation Management, Airport Management, Business Administration, Engineering, or Project Management.
  • Five (5) years of experience in Airport Development, Airport Administration, Airport Operations, Engineering, or Project Management.
  • Comprehensive knowledge and understanding of principles and concepts of project development.
  • Working knowledge of airport operations, maintenance, safety, and emergency response.
  • Strong background in airport operations, including technical airport operations, maintenance, and procedures.
  • Ability to express ideas clearly and concisely, orally and in a variety of written formats.
  • Ability to interpret, apply, explain, and enforce all applicable laws, codes, regulations, policies, and procedures.
  • Ability to assemble, organize, and present statistical, financial, and technical information.
  • Ability to read, analyze, and interpret complex and technical documents.
  • Ability to communicate effectively with the public, federal, state, and county officials, employees, community agencies, and the public.

Work Environment:

This role operates in a professional office environment. The employee will have periodic exposure to hazards in the field, such as driving and inclement weather. The employee occasionally works near moving mechanical parts, in high, precarious places, and is occasionally exposed to wet or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration.

Special Requirements:

  • Must possess and maintain a valid Colorado Driver's License and satisfactory driving record.
  • Must occasionally work under deadlines with the possibility of working beyond regularly scheduled hours.
  • Must pass a ten (10) year federal background investigation.
