We are seeking a dynamic and collaborative individual to join our Operations and Supply Chain (OSC) team, specifically within the Naval Power (NP) procurement division. The successful candidate will take charge of procurement initiatives across various programs within the Product Support sector. This role involves cultivating supplier relationships, managing subcontracts in alignment with integrated supply chain frameworks, and recognizing the contributions of each participant throughout the acquisition lifecycle, from requirement identification to product delivery, support, and payment.

Key Responsibilities:

  • Develop and distribute Requests for Quotations/Proposals.
  • Conduct price and cost evaluations, leading formal negotiations regarding pricing, delivery timelines, scope, and terms & conditions.
  • Execute subcontracting and purchasing orders.
  • Address and resolve medium to high complexity issues in compliance with all regulatory and corporate standards for various subcontract types.
  • Establish and maintain professional relationships with primary subcontractors.
  • Provide comprehensive Supply Chain support for project evaluations.

Required Qualifications:

A Bachelor's degree coupled with a minimum of 8 years of relevant experience, or an advanced degree in a related discipline with at least 5 years of experience is typically required. The ability to obtain and sustain a U.S. government-issued security clearance is essential, and U.S. citizenship is mandatory for security clearance eligibility.

Preferred Qualifications:

  • A Bachelor's or Master's degree in supply chain management, business administration, engineering, or a related field.
  • Proficiency in project planning and management tools (e.g., MS Project, EVMS).
  • Experience with development-type procurement and significant subcontracting.
  • Familiarity with SAP environments.
  • Understanding of technical requirements for procured hardware and services, including Statement of Work (SOW) assessments.
  • Knowledge of International Traffic in Arms Regulations (ITAR).
  • Familiarity with Federal Acquisition Regulations (FAR/DFARS).
  • Experience with various contractual authorization types and proposal compliance assessments.
