Position: Military Construction (MILCON) Project Management Analyst

This position will provide essential operational support across various Military Construction, Energy, and Renovation initiatives, focusing on Information Technology/Operational Technology (IT/OT) requirements related to security and system fortification.

Key Responsibilities:

  • Manage tasks and conduct system analysis using evaluative methods to enhance program efficiency and effectiveness, emphasizing attention to detail and customer service.
  • Develop and interpret policies within specific program domains, offering leadership and expert guidance to senior officials to foster collaborative relationships and execute comprehensive programs aligned with Army objectives.
  • Monitor program processes, procedures, and requirements, ensuring compliance with legal regulations and policies throughout the project lifecycle.
  • Exhibit a strong background in technology and engineering, with a vision for evolving organizational capabilities to better serve clients.
  • Oversee and assess programs, policies, and procedures in designated program areas.
  • Revise Project Management Plans and implement best practices as necessary.
  • Maintain effective relationships with clients and on-site personnel, ensuring responsiveness to their needs.
  • Assist in coordinating project transitions and phase-in activities.
  • Engage with on-site project teams to troubleshoot issues and resolve technical inquiries.
  • Adhere to Quality Assurance procedures to ensure proper implementation of quality control measures across projects.
  • Conduct detailed analyses of complex data sets, including Excel spreadsheets.
  • Develop comprehensive project schedules, incorporating milestones and daily tasks.
  • Ensure adherence to project budgetary constraints.
  • Facilitate internal and external coordination of project work to guarantee timely completion of all initiatives.
  • Demonstrate the ability to work independently while coordinating the efforts of other team members and contractors.

Minimum Qualifications:

  • Ability to obtain and maintain a DoD Secret Clearance; an active clearance is preferred.
  • Bachelor's degree in a relevant field.
  • Over 10 years of related experience.
  • Strong communication skills for presenting technical findings and approaches.
  • Proficiency in MS Office applications.
  • Familiarity with Unified Facility Criteria (UFC) and Unified Facility Guide Specifications (UFGS).
  • Knowledge of PAX/CAPCES systems.

Preferred Qualifications:

  • Experience in reviewing and validating IT and OT requirements.
  • Background in supporting Army or other Department of Defense entities.
  • Experience leading Integrated Product Team (IPT) meetings and Program Management Reviews (PMRs).
  • Familiarity with the Army Portfolio Management System (APMS).
  • Experience with eMASS and/or Risk Management Framework (RMF).
  • Ability to review complex technical, design, and engineering documentation.
  • Understanding of the Army Program Objective Memorandum (POM) process.

Education Requirement: Candidates should possess a bachelor's degree, preferably in Engineering, Cybersecurity, Computer Information Systems, Computer Science, Mathematics, Physics, or another STEM discipline. Relevant experience may substitute for educational qualifications.
