Department Overview

The Electric Asset & Regulatory department is tasked with ensuring the quality of the electric system, engineering, planning, asset quality strategy, and risk management across various asset families including transmission, distribution, and substations. This centralized approach, informed by risk assessments, enables PG&E to effectively manage electric risks, asset health, interconnections, and performance by adhering to consistent standards and methodologies, while utilizing insights gained from inspections and asset data to guide asset management decisions.

Position Summary

The role of the Expert Business System Specialist is pivotal in ensuring that departmental initiatives and programs achieve their objectives within the designated timelines and budgets by enhancing employee engagement and utilization. Key responsibilities encompass public safety and compliance under the Quality Management Training & Project (QMTP), which includes Risk Management, Governance, Quality Planning, Quality Management System (QMS), Continuous Improvement, Change Management, Problem Solving, Auditing, and Training & Development. This position employs PG&E's Lean Playbook, change management methodologies, quality engineering principles, and ISO 55001/9001 standards to lead and facilitate the human aspects of change, which involves managing the Change Management Program across the organization, including but not limited to PMO, standards, procedures, and preparing and equipping personnel to embrace changes in data, processes, and technologies.

This role operates in a hybrid capacity, requiring work from a remote office and in accordance with business needs.

Compensation

PG&E provides a salary range that reflects the company's good faith belief regarding potential compensation for this position at the time of posting. This range is specific to the job's locality. Actual salaries will be determined based on various factors including specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. The estimated salary range for this role is as follows:

Bay Area Minimum: $118,000

Bay Area Midpoint: $153,000

Bay Area Maximum: $188,000

Job Responsibilities

  • Develop and maintain comprehensive change management policies and procedural documentation, including associated frameworks, playbooks, and templates.
  • Formulate and identify change management strategies, policies, and plans for the entire value stream and stakeholders to ensure smooth adaptation and risk mitigation regarding planned changes initiated by the department or external entities.
  • Oversee all facets of change management, including facilitating change meetings, conducting assessments, and planning for risk mitigation.
  • Manage operations related to change management, including reporting on projects, maintaining a repository of lessons learned, preparing and facilitating review sessions, and generating weekly communications regarding changes.
  • Act as a liaison and facilitator in stakeholder meetings in collaboration with the Business Process Lead, Product Owner, and/or Project Manager.
  • Report on change management KPIs and metrics as required.
  • Support and engage in tasks related to QMTP business processes as necessary.
  • Contribute to teams that define, review, and approve requirements for business solutions.
  • Analyze and document business requirements for complex projects.
  • Examine end-to-end complex business processes and coordinate with Lines of Business (LOB) in compliance with ISO 55001/9001 standards.
  • Anticipate potential concerns and questions, providing proactive and professional communication or delegating as appropriate.
  • Assist in the development of business cases.
  • Identify, propose, and influence solutions to complex quality challenges.
  • Guide and lead Advanced Parts Quality Planning (APQP) deployment for quality planning and project management to ensure successful outcomes.
  • Utilize various quality tools and SPC tools to analyze complex issues and formulate effective solutions.
  • Perform other duties and responsibilities as assigned.

Qualifications

Minimum Requirements:

  • Bachelor's degree in engineering, science, or a related field, or equivalent experience.
  • Experience in change management, including leading and delivering change initiatives on projects.
  • Project management experience, including risk management and mitigation planning.
  • A minimum of 7 years of job-related experience.

Desired Qualifications:

  • Graduate degree or equivalent experience.
  • Certification in PMP and/or Change Management.
  • Experience in quality management systems within the utility industry.
  • Certification as a Lead Auditor/Internal Auditor for ISO 9001/ISO 55001.
  • Experience with enterprise-level Lean deployment.
  • Background in Operational Quality Management, Engineering, and Data Science.
  • Experience in Lean deployment and Quality Management System implementation.
  • Experience in a fast-paced operational environment or business process improvement.
  • Certification in Change Management.
  • Ability to foster buy-in and cooperation for change management initiatives among various stakeholders.
  • Experience in Advanced Product Quality Planning (APQP).
