General Overview of Responsibilities
Under general supervision, this role is designed to deliver advanced technical, professional, and financial support in the acquisition, sale, leasing, and oversight of real estate assets. Individuals in this position are expected to operate at a professional standard and are responsible for managing real estate transactions in accordance with all relevant regulations and practices. This role also encompasses specialized financial support tasks aligned with established policies and departmental guidelines. Employees are required to demonstrate considerable initiative and independent judgment in fulfilling their responsibilities.
Key Responsibilities
The following duties are representative of the responsibilities associated with this position and are not exhaustive:
- Maintain comprehensive records of properties owned by the County and manage the repository of related documentation.
- Oversee agreements for the temporary utilization of County properties, including the preparation, execution, renewal, and management of leases and licenses; ensure compliance with insurance requirements and timely receipt of lease payments.
- Conduct in-depth research on properties considered for acquisition or sale; document findings and gather preliminary information necessary for transaction activities.
- Order and perform title investigations to identify any existing liens and encumbrances; request and analyze environmental assessments for potential hazards affecting acquisitions.
- Review and interpret information from various sources, including engineering plans, zoning regulations, tax assessments, and aerial imagery.
- Conduct site assessments to collect and clarify property information as necessary.
- Draft a variety of complex legal documents pertinent to property transactions; ensure all documents are accurate, complete, and adhere to applicable standards.
- Prepare final documentation for property transactions; secure necessary signatures and submit all related materials for final review.
- Utilize project management tools to oversee projects from initiation to completion.
- Engage in property management activities, including record maintenance and property inspections.
- Respond to public inquiries regarding County property transactions; research records to assist the public and other agencies as required.
- Manage document repositories using various software platforms.
- Assist in the preparation and evaluation of the annual operating and capital budgets; monitor departmental expenditures and revenues.
- Handle accounts payable processes and reconciliation tasks, including vendor payments and revenue tracking.
- Ensure compliance with funding and reporting requirements, and maintain accurate financial records.
- Maintain databases and generate various reports related to departmental functions.
- Uphold confidentiality in all aspects of job performance.
- Perform additional duties as assigned that are logically related to the position.
Education: Bachelor's Degree in Project Management, Business Administration, Public Administration, Real Estate, Finance, Contract Management, or a closely related field.
Experience: A minimum of three (3) years of experience in roles aligned with the essential functions of this position.
An equivalent combination of education and experience may be considered.
Miscellaneous: Must possess and maintain a valid Florida Driver's License.
Preferred Certifications: Licensure or certification in Appraisal, Community Association Management, Title, or Florida Real Estate Sales is advantageous.
