Job Summary

The City and County of San Francisco is seeking a highly skilled Principal Administrative Analyst II to join our team in the Office of Public Finance. As a key member of our team, you will be responsible for managing all aspects of bond transactions, including ongoing bond compliance and administration, as well as other special projects and analyses.

Key Responsibilities

  • Manage transaction teams throughout the debt issuance process, including structuring, selling, and closing of bond transactions.
  • Procure appropriate consultants and related contracts for professional services, including writing RFPs/RFQs and/or bids, managing selection committees, and preparing consultant contracts in consultation with Central Contracts and the City Attorney's Office.
  • Coordinate with Controller, Treasurer, City Attorney, Director of Real Property, City Risk Manager, underwriters, municipal advisors, bond counsel, disclosure counsel, printers, trustees, and other internal and external parties to execute and close bond transactions.
  • Manage legislative approvals, including Board of Supervisors, EIFD Public Financing Authority, and/or Finance Corporation, requiring significant document collation and distribution, posting of meeting notices, preparation of staff reports and presentations, coordination with Capital Planning Committee, Budget Legislative Analyst, Board of Supervisors staff, Office of Clerk of the Board of Supervisors, and attendance at public meetings.
  • Ensure the accuracy, efficiency, and applicability of all related legal documentation, including resolutions, ordinances, indenture/trust agreements, and preliminary and final official statements, including careful review of all documents and coordination with the City Attorney and direction from bond counsel.
  • Oversight of bond accounting for disclosure statements, annual reports, ACFR, and annual budget.
  • Oversight of ongoing required debt management in accordance with applicable tax law, including investment of bond proceeds, compliance of bond covenants pursuant to various trust indentures, and arbitrage calculations.
  • Coordination of credit analyst/investor relations activities, which may include website design, retail marketing campaigns, site tours, conference calls, and meetings.
  • Assisting with the coordination of capital planning, bond financing, and budgeting with other City departments.
  • Managing the formation, debt issuance, and day-to-day administration related to CFDs, IFDs, STDs, and other development-related projects.
  • Participating in the preparation and maintenance of financial, business, and related records and reports for development-related financings, including continuing disclosure.
  • Presenting at industry conferences related to debt administration.
  • Other miscellaneous projects and duties may include preparing complex financial analyses and other presentation materials, as needed; conducting research on various debt-related topics; conducting negotiations on complex financial agreements; helping with special projects for the Controller, Mayor's Office, and Board of Supervisors, as needed.

Requirements

Possession of a baccalaureate degree from an accredited college or university and seven (7) years of full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 1825 Class series.

Substitution: Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting, or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Special Conditions: In addition to the minimum qualifications, candidates must also meet the below special conditions.

Two (2) Years Debt Portfolio Management Experience

Experience managing debt portfolios of $20 million or greater. Such experience shall include bond sizing, sale issuance, and delivery of bonds, debt management, including investment of bond proceeds in accordance with applicable tax law, compliance of bond covenants pursuant to various trust indentures, and arbitrage calculations.

Three (3) Years Excel Finance and Budget Experience

Microsoft Excel experience performing complex functions of a financial and budget nature, including database development and maintenance, crafting Pivot tables utilizing massive databases from outside sources, use of lookup tables, graphing of spreadsheet data, linking spreadsheets and tables, use of complex formulas using statement logic, template development, subtotaling data, and data sorting, merging, grouping, and filtering features within spreadsheets.

  • Experience using DBC or other debt structuring software.
  • Experience in managing complex capital programs.
  • Ability to conduct oral presentations to senior management and stakeholders.
  • Knowledge of Federal, State, and local regulations pertaining to capital finance.
  • Experience forming, issuing debt for, and/or administering tax districts.
  • Experience with Commercial Paper programs.

Oral Examination (Weight 100%):

Candidates will be invited to participate in an Oral examination, designed to measure knowledge, skills, and/or abilities in job-related areas which have been identified as critical for positions in the 1825 Principal Administrative Analyst II classification.

Candidates must have access to a computer and reliable internet connection to participate in this exam.

Eligible List/Score Report:

A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores, and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 6 months, and may be extended with the approval of the Human Resources Director.
