SUMMARY:
Under general supervision, manages utility construction and maintenance initiatives efficiently and effectively.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Oversees projects involving large residential developments, commercial establishments, and significant system enhancements, including design evaluation, cost estimation approval, and monitoring of work activities. Responsibilities may also encompass coordination of streetlights and gas mainlines. Projects are typically executed independently when comprehensive policies, procedures, and guidelines are not available, with only unusual matters reported to the Team Manager.
  • Ensures field operations comply with standards and are completed thoroughly
  • Guides the team in identifying and resolving issues that necessitate direct customer engagement regarding inquiries, right-of-way matters, complaints, tree trimming requests, and damages
  • Presents project proposals and engages in capital management processes
  • Communicates and coordinates project requirements with customers, team members, Gas Engineering, and external parties as necessary
  • Participates in project scheduling and assigns priorities to meet organizational and customer needs
  • Provides training and technical support to fellow Project Leaders and Designers; assists in identifying training requirements for team members
  • Initiates and manages line extension agreements
  • Directs the efforts of others assigned to their project
  • May coordinate gas and/or electric transmission projects or the integration between distribution and transmission projects
  • Negotiates and oversees various contracts for projects, professional services, materials, and equipment
  • Offers input to the Team Manager regarding personnel recommendations
  • Reviews measurements and adjusts processes to meet team objectives
  • Other duties as assigned
COMPETENCIES:
  • Advanced knowledge in gas or electric theory, design, and construction of systems, with a general understanding of the other utility
  • Ability to foster exceptional public relations with customers, businesses, external agencies, and community leaders; participates in discussions with tribal and city councils
  • Proven ability to apply and interpret PNM and industry standards for distribution design, construction, metering, and gas transmission, as applicable
  • In-depth understanding of governmental regulations and other PNM Policies and Procedures relevant to their area of responsibility
  • Experience in coordinating outages, metering inspections, switching procedures, or pre-design/construction meetings
  • Advanced knowledge of the Gas or Electric Service delivery process
  • Comprehensive understanding of right-of-way, environmental terminology, and governmental guidelines
  • Ability to apply, manage, and interpret contracts and gas and/or electric line extension policies
  • Must be attuned to the business environment and customer needs to generate work
  • Experience in advanced designs or construction, such as large commercial shopping centers, major anchor stores, industrial parks, network systems, and system enhancements; may involve gas transmission where no routine procedures exist
  • Demonstrated ability to make decisions requiring judgment, creativity, and interpersonal skills
  • Extensive experience in negotiating and managing construction contracts
  • Demonstrates the ability to enhance team performance through a positive attitude, self-motivation, and adaptability to change
  • Communicates effectively both orally and in writing with customers and team members
QUALIFICATIONS
MINIMUM EDUCATION AND/OR EXPERIENCE:
  • Bachelor's degree with seven to eight years of directly related experience, or an equivalent combination of education and/or experience in the relevant field.
  • Two years of project management experience or equivalent is required.
  • Experience in gas or electric utility design or construction of similar projects is preferred.
  • Promotion requires business need, in addition to individual qualifications.
CERTIFICATES, LICENSES, REGISTRATIONS:
Must possess a current, legally valid driver's license and meet the company's driving record requirements.

SUPERVISORY RESPONSIBILITIES:
May assume the role of Team Manager. Initiates personnel recommendations to Team Manager and participates in the process. Provides training and technical assistance in their area of expertise. Provides input to Team Manager concerning personnel recommendations. Assists in achieving team goals and objectives. Directs the work of others assigned to their project.

COMMUNICATION SKILLS:
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations
  • Ability to write complex reports, business correspondence, and procedure manuals
  • Ability to effectively prepare and present information and respond to questions from groups of managers, clients, customers, and the general public
  • Direct customer contact experience, training in interpersonal skills, and training in leadership or related courses is required
MATHEMATICAL SKILLS:
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry
Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations

COMPUTER SKILLS:
Working knowledge of spreadsheet, database, and word processing software, and computerized customer billing, work management, financial management, mapping/drafting systems, and other Company systems utilized by the team

ANALYSIS AND PROBLEM-SOLVING ABILITY:
Ability to solve complex practical problems and manage a variety of variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

PHYSICAL DEMANDS:
Regularly required to stand and/or walk up to 2/3 of the time and frequently visit construction sites. Must occasionally lift and/or move up to 30 pounds.

WORK ENVIRONMENT:
Office and construction environment. Regularly works outdoors and in remote locations in various weather conditions. Handles multiple projects and may deal with competing priorities. Heavy workload. Observes and follows safety rules.
