Key Responsibilities
  • Manage Stakeholder Relationships
    • Develop and maintain strong relationships with business stakeholders, vendors, and internal teams to ensure effective communication and collaboration.
  • Solution Business Analysis and Design
    • Conduct business analysis and design solutions that meet the needs of users through human, digital, and physical interactions.
    • Map service/business/functional requirements to solution/application system/technical requirements.
  • Vendor Contracting and Management
    • Manage outsourced vendors and in-housed contractors to meet delivery and operation needs of IT services.
    • Conduct procurement and vendor management activities.
  • Governance, Risk and Compliance
    • Ensure compliance to ICT Governance policies and standards.
    • Ensure risk framework is adhered to and carry out risk management for projects and products.
  • Project Delivery and Quality
    • Plan and manage IT projects to ensure alignment with business objectives within established scope, cost, and schedule.
    • Assure the quality of systems and applications, including the establishment of quality management technology and systems for applications development and delivery.
  • Operations and Maintenance, User Support
    • Manage and direct the day-to-day operations of IT services.
    • Lead incident response, investigation, and resolution efforts.
    • Monitor product vulnerabilities and patch availability.
    • Manage change request, service request, and production support issues.
    • Review post-production issues and identify root cause.
    • Plan, execute, and support system implementation, software/hardware upgrades, and security patches.
    • Measure, monitor, and continuously improve performances of IT services.
    Requirements
    • Education and Experience
      • Bachelor's degree with 8-10 years of relevant working experience in project management, business analysis, and system operation.
    • Skills and Qualifications
      • Strong experience in project management, vendor management, incident management, problem management, and release management.
      • Sound understanding of technical aspects of systems integration in an environment with diverse technologies.
      • Strong communication skills and ability to influence to gain consensus from multiple stakeholders.
      • Familiarity with Government Instruction Manual 8 will be an added advantage.
      • Good analytical skills, and able to multitask and deliver results in a timely manner.
      • Self-driven, creative, and team-oriented person with good interpersonal and organizational skills, positive attitude, and able to work under pressure.
      • Excellent technical troubleshooting skills.
      • Sound knowledge in coding languages, databases, application architecture, cloud technologies, and IT security.
