SUMMARY: Under the guidance of the Grant Manager, this role is tasked with overseeing all federally and state-funded grant initiatives, including but not limited to programs such as CDBG, HOME, ESG, CoC, HMIS, and ERG.

Team Responsibilities: Responsibilities include drafting proposals, managing projects, ensuring compliance, evaluating initiatives, and conducting specialized studies and research to enhance departmental and city programs.

NOTE: Employees within the Community Development Department and their family members are not eligible to participate in or benefit from the programs funded by the Department of Housing and Urban Development and other state and federally funded initiatives.

ESSENTIAL RESPONSIBILITIES:

  • Engage in a collaborative team responsible for monitoring various grant-funded programs, including the Community Development Block Grant (CDBG), HOME Partnership Program, Emergency Solutions Grant (ESG), Emergency Repair Grant (ERG), Continuum of Care (CoC), and the Homeless Management Information System (HMIS).
  • Oversee all grant reporting data across multiple information and reporting systems.
  • Provide technical support to departments and agencies in executing projects and funding agreements.
  • Conduct ongoing research and education regarding current regulatory requirements for federal and state grant programs.
  • Deliver written and verbal communication support to agencies, city departments, management, and public inquiries concerning grant programs.
  • Ensure compliance with federal labor standards for funded projects, review grants for reporting deficiencies, and recommend corrective actions.
  • Prepare a variety of scheduled and unscheduled reports.
  • Contribute to the development and execution of the department's Consolidated Plan and Annual Action Plan.
  • Assist with necessary neighborhood and public hearing notices and meetings.
  • Support the evaluation and prioritization of funding requests.
  • Assist with grant budgets and annual performance reports.
  • Conduct research and compile statistical data related to staffing, costs, procedures, and policies necessary for developing proposals for new and ongoing federal and state grant programs.
  • Ensure the preparation and submission of required Environmental Review Records for various programs.
  • Respond to citizen inquiries and provide interpretations of departmental policies, programs, and procedures.
  • Assist in coordinating the local Continuum of Care, primarily acting as the collaborative applicant for the annual CoC grant.
  • Oversee and coordinate the Homeless Management Information System (HMIS).
  • Perform other job-related duties as assigned.

MINIMUM REQUIREMENTS: A high school diploma or GED is required, with a Bachelor's degree preferred. A combination of education and work experience may be considered in lieu of a degree. A valid Texas driver's license is required.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Ability to work effectively with a diverse staff and the public while maintaining positive and professional communication.
  • Proficiency in various office-related software, including Outlook, Excel, Word, Adobe, and PowerPoint.
  • Strong editing and proofreading skills are essential.
  • Typing ability of 35 wpm is preferred.
  • Capability to operate computers for data entry and word processing.
  • Strong verbal and written communication skills are required.
  • Ability to operate small office equipment, including copy machines and multi-line telephone systems.
