Purpose of the Position:
The primary objective of this role is to conduct moderately complex appraisal tasks, which involve examining, analyzing, and evaluating both improved and vacant residential, commercial, industrial, and special use properties to ascertain their fair market values for taxation purposes within the County.

Minimum Education, Training, and/or Experience: A Bachelor's degree in Business Administration or a related discipline, supplemented by coursework in appraisal practices, along with a minimum of two (2) years of experience in real property appraisal, or an equivalent combination of education and experience.

Additional Training and Experience (required at time of hire): Successful completion of IAAO courses 101- Fundamentals of Real Property Appraisal, 102- Income Approach to Valuation, 112- Advanced Income Approach to Valuation, 300- Fundamentals of Mass Appraisal, 311- Residential Modeling Concepts, 312- Commercial Modeling Concepts, and North Carolina Machinery Act is preferred. Proficient knowledge and experience with software and databases such as Excel, Access, Crystal Reports, PowerPoint, and ArcMap are essential. Certification as a general or certified appraiser by the North Carolina Appraisal Board is preferred.

License or Certification Required by Statute or Regulation: Candidates must obtain certification as a real property appraiser from the North Carolina Department of Revenue within one year of employment and possess a valid North Carolina driver's license.

Physical Requirements: The role primarily involves light work, requiring the exertion of up to 20 pounds of force occasionally and/or up to 10 pounds of force to move objects. Additionally, the following physical abilities are necessary: balancing, climbing, crouching, fingering, grasping, handling, hearing, lifting, mental acuity, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking.

Essential Functions of the Position:

  • Gather data and perform appraisal-related tasks to determine the taxable value of real estate in the County, including regular property site visits and inspections.
  • Support the Tax Assessor, Assistant Assessor, Data Analysis Team, and Appraisal Supervisor with training, special projects, specialized appraisal analysis, and other duties as required.
  • Assist the Present Use Value/Exempt division in data collection, information requests from property owners, and processing new applications and/or requalifications.
  • Address and process valuation complaints and assist taxpayers in rectifying real property data.
  • Evaluate land records concerning ownership, subdivisions, plats, land splits, and combinations.
  • Conduct street imagery drives throughout the County using specialized imagery equipment.
  • Analyze selling prices of vacant land and improved parcels while maintaining property transfer (sales) records utilized for county-wide revaluations.
  • Develop, apply, defend, and articulate property values to the Board of Equalization and Review.
  • Communicate property values and state statutes to the public effectively.
  • Participate in assessment-related classes to enhance knowledge and obtain designations as mandated by the NC Department of Revenue.
  • Perform other related duties as assigned.
Knowledge, Skills, and Abilities:
  • Understanding of principles, practices, and techniques used in real property appraisal, including the appraisal of improved and vacant residential, commercial, and industrial properties.
  • Familiarity with current construction costs, including building materials, cost manuals, and land value.
  • Knowledge of the geographical layout of the County.
  • Awareness of the methods and procedures utilized by the County Assessor Department's appraisal division.
  • Understanding of the three approaches to market value (cost, income, and market) of real property.
  • Proficiency in appraisal statistics.
  • Strong mathematical skills.
  • Ability to review permit data, interpret blueprints and plans, measure, and sketch buildings.
  • Capacity to exercise independent judgment and initiative in evaluating diverse properties and accurately collecting appraisal data.
  • Ability to plan, assign, and review the work of subordinate personnel.
  • Competence in making accurate computations with or without a calculator.
  • Ability to navigate and drive to various areas as directed.
  • Capability to physically navigate in and around active and inactive construction sites across diverse terrains and weather conditions while collecting and recording data.
  • Proficiency in using a computer and learning specific software related to daily tasks.
  • Ability to articulate and defend property values to the public.
  • Competence in defending property values for both formal and informal appeals, including preparing and presenting cases before the Board of Equalization and Review.
