About the Role:

The Texas Division of Emergency Management (TDEM) is seeking a highly skilled and experienced Emergency Management Liaison Officer to join our team. As a key member of our organization, you will play a critical role in supporting the planning, development, and implementation of local/county emergency management programs.

Key Responsibilities:
  • Program Coordination: Support the coordination of emergency management programs with local governments, emergency response organizations, regional organizations, TDEM, state agencies, volunteer groups, and private industry.
  • Incident Management: Perform incident management within assigned counties.
  • Technical Assistance: Advise and provide technical assistance to local governments regarding emergency management programs.
  • Communication: Maintain effective communications with county, district, and administrative staff to facilitate comprehensive understanding of the county's emergency management program.
  • Disaster Recovery: Support and assist local officials with disaster recovery programs and other financial disaster assistance.
  • Program Evaluation: Utilize evaluation strategies to determine the progress of emergency management programs and make recommendations for revisions and modifications.
  • Program Development: Provide support for the planning, development, and evaluation of emergency management, public safety, or homeland security programs.
  • Liaison Services: Serve as a liaison and support between local officials, volunteer group representatives, TDEM, state agency, federal agency representatives, and other potential disaster responders.
  • Damage Assessment: Conduct initial damage surveys and needs assessments for disasters; prepare reports varying in form from free text reports to detailed Disaster Summary Outlines.
  • Compliance Evaluation: Evaluate local/county programs to determine compliance with requirements, laws, regulations, policies, and procedures related to emergency management.
  • Emergency Operations: Assist with preparing and supporting the Disaster District Emergency Operations Center during planned and unplanned events.
  • Deployment: May serve as a support member of the state staff at the Joint Field Office or may be deployed to assist at other incident facilities.
Requirements:
  • Education: Associate's degree from an accredited college or an equivalent combination of education and experience.
  • Experience: Two (2) years' work experience, with thirty (30) semester hours equal to one (1) year of education.
  • Residency: County residency required.
  • Preferred Qualifications: Bachelor's degree from an accredited four-year college or university.
Knowledge, Skills, and Abilities:
  • Regulatory Knowledge: Working knowledge of local/county, TDEM, state, and federal regulations, legislation, guidelines, policies, and procedures.
  • Emergency Management Knowledge: Knowledge of the principles and practices of emergency management, hazard mitigation, disaster recovery, disaster preparedness, or emergency response.
  • Communication Skills: Proficient in demonstrating poise, tact, diplomacy, and an ability to establish and maintain effective working/professional relationships with external and internal customers.
  • Technical Skills: Skill in operating a variety of office and specialized equipment, including laptop computers, plotter, projectors, camera, GPS device, binoculars, palm device, communications devices, and other specialized audio-visual equipment.
  • Flexibility: Ability to work other than normal working hours during emergencies.
  • Communication: Ability to communicate and present to diverse small and large groups.
  • Technical Communication: Ability to convey technical information in lay terms that can be understood by people with a variety of educational and working backgrounds.
  • Problem-Solving: Ability to analyze problems, identify causative factors, and apply actions to effectively resolve current, and prevent recurrences of, problem conditions.
  • Organizational Skills: Must be analytical, detail-oriented, and able to multi-task without sacrificing accuracy or timeliness.
  • Flexibility: Must be organized, flexible, and able to prioritize in a multi-demand environment.
  • Project Management: Knowledge of methods of prioritizing, planning, organizing, and carrying out multiple technical projects which frequently are underway simultaneously.
  • Confidentiality: Must be able to responsibly handle sensitive and confidential information and situations.
  • Travel: Ability to travel for extended timeframes as needed.
Registration, Certification, or Licensure:
  • Driver's License: Must possess a valid Texas driver's license or ability to obtain one at hire.
  • Certification: Requisite within ninety (90) days of employment to complete the following courses and obtain certification: IS-100, IS-200, IS-700, IS-800 FEMA courses; and any other training as may be determined.
