Position Title: Town Engineer

Department: Planning and Zoning

Reports to: Town Planner

Position Overview:

The Town Engineer is accountable for the strategic planning and design of the municipality's infrastructure and services, encompassing roads, sidewalks, traffic management, sewer systems, waste management, drainage, and water supply. This role also entails providing engineering expertise to various departments including Public Works, Parks, and WPCA. The engineer will deliver engineering and surveying services to evaluate, design, and oversee municipal and private projects, alongside performing all related responsibilities.

Key Responsibilities:

  • Offer engineering assistance to departmental activities concerning public works, parks, and WPCA in the construction and maintenance of community infrastructure.
  • Develop plans, specifications, and cost estimates for various projects throughout their lifecycle.
  • Examine construction plans for public and private projects to ensure adherence to municipal policies, standards, ordinances, and sound engineering practices.
  • Contribute to the formulation of the Town's capital improvement strategy.
  • Provide engineering support to WPCA, Planning and Zoning Commission, and Inland Wetlands and Watercourse Commission.
  • Coordinate engineering efforts across all Town departments.
  • Maintain comprehensive records of the Town's infrastructure, including water and sewer utilities, ensuring all documentation is accurately filed and safeguarded.
  • Review submissions to the Planning and Zoning Commission and Inland Wetlands and Watercourses Commission for compliance with municipal and state regulations.
  • Act as a liaison for the Town with other governmental entities regarding engineering issues.
  • Deliver technical guidance and support to the Planning and Zoning Commission, Inland Wetlands and Watercourses Commission, and the Conservation Commission.
  • Conduct public presentations as necessary.
  • Perform GIS functions and mapping for the Town as required.
  • Attend hearings and meetings relevant to the Town's infrastructure at various levels.
  • Communicate effectively and courteously with the public, colleagues, and other agencies.
  • Execute other duties as assigned.

Qualifications and Skills:

A Bachelor's Degree in Civil Engineering or a closely related discipline, along with Professional Engineering Registration and certification as a Licensed Surveyor is preferred. Candidates should possess five (5) years of progressively responsible experience in municipal public works or equivalent educational and work experience. The Town Engineer must:

  • Hold and maintain a valid driver's license.
  • Exhibit knowledge of civil engineering principles and practices, including roadway design, drainage systems, hydraulics, and hydrology.
  • Demonstrate the ability to analyze and design various construction projects while managing multiple tasks efficiently.
  • Establish and maintain effective working relationships with the public, departmental staff, and local and state officials.
  • Possess proficient oral and written communication skills, as well as strong computer skills in office applications, GIS, and AutoCAD.
  • Present technical information clearly to non-technical audiences.
  • Interact professionally with staff and the general public.
