About the Role

The Denise Louie Education Center is seeking a highly skilled and experienced Director of Enrollment and Family Services to oversee the Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA) functions at our organization. This key leadership position will be responsible for ensuring compliance with ERSEA regulations, managing a team of professionals, and developing and implementing strategies to engage with families and communities.

Key Responsibilities
  • ERSEA Administration
    • Policy and Procedure Development
      • Establish, implement, maintain, and evaluate DLEC's policies and procedures for program eligibility, recruitment, selection, enrollment, and attendance.
    • Education and Training
      • Provide ongoing education and training to staff and families in the areas of ERSEA regulations and DLEC's response to fraudulent activity.
  • Team Management and Supervision
    • Hiring and Supervision
      • Hire, train, mentor, and provide general supervision to the Enrollment & Family Service team, fostering a respectful, professional, caring, and committed department culture that mirrors DLEC's values.
  • Coordination and Collaboration

      • Coordinate with other service areas to develop, implement, monitor, and evaluate systems for family partnership building, screening, kindergarten transition, health, special needs, mental health, enrollment and recruitment, and parent involvement.

      • Submit required reports and program performance updates to funders, regulators, supervisors, Board & Policy Councils for planning, ongoing monitoring, and end of the year reporting purposes.
  • Community Engagement and Partnerships
    • Community Partnerships
      • Develop and maintain community partnerships with key leaders, school districts, systems of higher education, and other community agencies in support of enhanced services to children and families.
    • Communication Plans
      • Oversee internal and external communication plans to engage the staff and community in early learning initiatives, emerging education issues, and support. Provide presentations to key stakeholders as needed.
  • Family Services
    • Referrals and Follow-ups
      • Oversee completion and documentation of referrals, follow-up, goal setting, progress on the family partnership agreement, and other contact with families.
    • Parent, Family & Community Engagement (PFCE)
      • Facilitate and oversee Parent, Family & Community Engagement (PFCE) meetings, training, and events. Collaborate with other service areas to leverage their field of expertise as needed.
  • Budgeting and Financial Management
    • Budget Development and Monitoring
      • Work with the management team to develop and monitor annual budgets.
  • Child Safety and Professional Development
    • Child Abuse Reporting
      • Act as a reporting agent for suspected child abuse/neglect.
    • Professional Development
      • Identify/attend meetings/conferences, etc. related to job and professional development.

Requirements

  • Bachelor's degree in Social Work or related field required, Master's degree preferred. Previous Head Start experience preferred.
  • 5 years experience in a non-profit social service agency working in a similar role.
  • At least 2 years in a supervisory role with a demonstrated ability to provide leadership and motivate others.
  • Previous experience working with a variety of cultures, ethnic backgrounds, multi-lingual, and low-income persons.
  • Knowledge of current practices in strengths-based family partnership building.
  • Knowledge of culturally appropriate social service delivery to diverse communities.
  • Excellent oral and written communication skills.
  • Excellent organizational and time management skills.
  • A high degree of professionalism, analytical skills, and presentation skills.
  • Bilingual in English and another language(s) (Spanish, Cantonese, Mandarin, Somali, or Vietnamese) preferred.
  • Valid Washington State driver's license and daily access to a personal, legally licensed vehicle with proof of current automobile insurance.
