Classification Purpose

The primary objective of this role is to manage and support field personnel in the mechanical upkeep and repair of water meters while addressing a variety of customer inquiries related to their water services, billing procedures, and cross-connection control.

Key Responsibilities

The following tasks are representative of the duties performed in this role and are not listed in any order of importance. Additional responsibilities may be assigned as necessary.

1. Provide on-site leadership and technical support to junior technicians to ensure task completion.
2. Coordinate and supervise work activities for both routine and complex tasks; prioritize, assign, and oversee the work of field crews; monitor ongoing work; inspect completed tasks; and provide constructive feedback.
3. Utilize software tools to generate and review reports for high bill investigations, missing readings, and other issues within the automated meter reading system (AMI).
4. Calculate flow and accuracy rates during water meter testing.
5. Conduct quarterly maintenance on Tower Gateway Base stations (TGB) and initiate investigations for any issues at TGB sites.
6. Assist in practical tests for career advancement, evaluations, and Knowledge, Skills, and Ability (KSA) assessments.
7. Lead team projects such as meter testing, installation, maintenance of large meters (3” and above), repairs, and other related assignments.
8. Relay assigned tasks from the Assistant Supervisor to field staff and ensure all necessary reports and paperwork are completed and submitted.
9. Ensure proper restoration of work sites to their original conditions post-completion.
10. Inspect city vehicles and storage areas for cleanliness and coordinate cleaning schedules for staff.
11. Monitor inventory levels in storage and vehicles, submitting requests for additional supplies as needed.
12. Maintain up-to-date knowledge of relevant policies and AWWA regulations.
13. Conduct investigations into high bills and prepare reports for customer review.
14. Perform commercial audits and address cross-connection issues.
15. Contact authorities and file reports when necessary.
16. Supervise contractors during large meter installations and related projects.
17. Ensure safe and proper use of equipment during task performance, monitoring and correcting unsafe practices as necessary.

Minimum Qualifications
  • High School Diploma or equivalent; and
  • Five (5) years of experience in customer service, water meter maintenance, and advanced meter reading systems (AMI); and
  • Experience with related meter and utility software and hardware;
  • Confined space training; and
  • Possess (or obtain within fourteen (14) days of hire) and maintain a valid State of Florida Driver's license.
PREFERRED QUALIFICATIONS
  • State of Florida Level III Water Distribution License

Knowledge of departmental policies and procedures.
Ability to identify and resolve software issues related to meter services.
Ability to perform inspections to ensure work completion and site restoration.
Ability to provide training and technical assistance to field technicians.
Knowledge of various software used in the meter reading system.
Ability to perform basic calculations related to meter testing and flow rates.
Ability to assist customers and contractors regarding test results and procedures.
Ability to analyze and prioritize data effectively.
Ability to read and interpret blueprints and drawings accurately.
