Job Description

The City of New York is seeking a highly skilled Payroll Associate to join our team. As a key member of our payroll department, you will be responsible for ensuring the accuracy and efficiency of our payroll processes.

Key Responsibilities:
  • Enter personnel and payroll transactions in NYCAPS as required, and file tickets with NYCAPS Central and Remedy when necessary.
  • Review all personnel transactions submitted through our internal records management system, Microsoft CRM, and/or appearing on the RMDS reports for accuracy and compliance with policy, rules, and regulations.
  • Review payroll reports to ensure that transactions completed by the Payroll Office have been accurately entered, and complete or coordinate the completion of subsequent payroll and timekeeping actions needed as a result of the personnel and payroll transactions under review.
  • Perform pay audits to determine under/overpayments and take corrective actions as necessary, including issuing pay, drafting overpayment letters, entering overpayment deductions in PMS, and completing stop payments.
  • Research and process longevity differentials, service increments, and recurring increments payments, as well as managerial/contractual salary changes based on collective bargaining/mayoral agreements, managerial lump sums, and taxable fringe calculations.
  • Research, calculate, and issue grievance payments, managerial lump sums, non-managerial lump sums, license fee reimbursements, and other one-time payments.
  • Serve as the liaison with the NYC Office of Payroll Administration (OPA) and the Employee Benefits Unit to issue payments to the beneficiaries of deceased employees in a timely manner.
  • Monitor the overtime cap and implement the overtime cap in CityTime.
  • Process annuity payments in WBAS, FMS, and our internal database, and serve as a liaison with the NYC Office of Labor Relations (OLR), the Comptroller's Office, and unions regarding these payments.
  • Complete the Payroll Summary and Reconciliation for the weekly, biweekly, and supplemental payrolls.
  • Assist with the CityTime Help Desk unit and the Payroll Distribution Center unit.
  • Liaise with the Office of Payroll Administration (OPA) to pick up the weekly and biweekly payroll paychecks.
  • Work directly with Central and Operational Bureau Timekeepers to submit/adjust time records in accordance with rules, regulations, and policy based on CRM Cases.
  • Conduct training sessions and liaise with the Timekeeping Supervisor, Deputy Director of Payroll, and Director of Payroll to recommend solutions to resolve timekeeping issues.
Requirements:
  • A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty.
  • An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience, including one year of the administrative supervisory experience described above.
  • A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience, including one year of the administrative supervisory experience described above.
  • Education and/or experience equivalent to the above, but all candidates must possess the one year of administrative or supervisory experience described above.
