JOB DESCRIPTION: ELECTRICAL SYSTEMS SPECIALIST

PRIMARY RESPONSIBILITIES

Under the direct oversight of the General Manager and Assistant General Manager, and in collaboration with the Operations Manager, the Electrical Systems Specialist is responsible for the development, installation, maintenance, troubleshooting, testing, and repair of the District's communication systems, telemetry, automated control systems, supervisory control and data acquisition (SCADA) systems, and electrical components utilized in the District's water production and distribution infrastructure. This role encompasses electrical maintenance across multiple facilities, including pumping stations and groundwater extraction sites.

TYPICAL TASKS AND DUTIES

Responsibilities include, but are not limited to:

· Execute standard electrician duties such as the installation, upkeep, and repair of electrical circuits, motors, controls, and all electrical infrastructure of the District, covering voltages from one (1) milli volt to 12,000 volts.

· Conduct maintenance and repairs on electrical circuits, motors, controls, and all electrical infrastructure for low and medium voltage systems.

· Perform testing and maintain records as required.

· Program, install, and operate programmable logic controllers (PLC), human-machine interfaces (HMI), and SCADA equipment.

· Program, install, and operate various instrumentation.

· Schedule and execute preventative maintenance on electrical infrastructure and equipment, diagnosing issues and implementing necessary repairs.

· Troubleshoot electrical systems and equipment, identifying issues and executing repairs.

· Collaborate with subcontractors to troubleshoot SCADA systems and associated software.

· Oversee all electrical components of the District's pumping stations, including the installation of new pumps, motors, and operational equipment.

· Manage electrical aspects of the District's distribution network, including the installation of new pumps, motors, and operational equipment.

· Supervise electrical components of the District's groundwater extraction facilities, including the installation of new pumps, motors, and operational equipment.

· Maintain electrical testing equipment and inventory supplies.

· Procure materials and manage inventory of frequently used spare parts and supplies.

· Ensure a clean and organized supply area.

· Develop, interpret, and understand electrical schematics and diagrams.

· Schedule and oversee subcontractors and related documentation.

· Perform additional related tasks as required.

· Undertake special projects as assigned by management.

· Be available for after-hours on-call duties.

DESIRABLE EDUCATION AND EXPERIENCE

EDUCATION: High School diploma or equivalent G.E.D. certificate, along with two (2) years of college-level and/or trade school coursework in electrical and electronic systems, or completion of 30 college semester units in relevant coursework. Military training in electrical or electronic systems, or a California Contractors State License Board C-10 license, or equivalent experience may also be considered.

EXPERIENCE: A minimum of seven (7) years of experience as an electrician in general and industrial electrical installation and repair, including high (12,000 volts) and medium (4,160 volts) voltage experience. Five (5) years of experience with computerized process controls, SCADA, telemetry, and digital and analog communications, along with five (5) years of experience in the operations and/or maintenance of pumping facilities and related systems.

KNOWLEDGE AND ABILITIES

Comprehensive knowledge of the principles, methods, materials, tools, and equipment used in the installation, maintenance, and repair of electronic and electrical controls, instrumentation, telemetry, and testing equipment for troubleshooting and calibration. Familiarity with the National Electrical Code (NEC) and other applicable electrical codes is essential. The successful candidate must acquire thorough knowledge of the District's distribution facilities and operations concerning electrical switchgear, distribution system operation, electronic and electrical controls, telemetry, SCADA systems, HMI systems, emergency protocols, and organizational policies.

The candidate should possess the ability to:

· Take responsibility for maintaining the District's electrical infrastructure and systems.

· Manage the District's communication and telemetry systems effectively.

· Anticipate issues related to electronic instrumentation and develop, plan, and implement solutions.

· Analyze emergency situations promptly and accurately, taking effective action.

· Communicate effectively, both orally and in writing.

· Build and maintain positive working relationships with fellow employees, water users, landowners, representatives of other agencies, and subcontractors, while exercising good judgment and initiative.

· Integrate proper safety practices into job performance.

· Work outdoors in various weather conditions as required.

· Expend significant physical energy related to job duties.

· Demonstrate proficiency with computer hardware and software relevant to job responsibilities (e.g., Microsoft Office suite, PLC, HMI, SCADA).

· Understand electrical safety and work with high voltage systems up to 12,000 volts.

· Be available for after-hours on-call duties and work irregular hours during emergencies.

· Effectively apply all skills, knowledge, and abilities necessary to fulfill the responsibilities outlined above.

· Interpret and apply District rules, regulations, and procedures accurately.

· Maintain accuracy, thoroughness, and neatness while meeting schedules and deadlines.

TYPICAL PHYSICAL ACTIVITIES

Responsibilities include, but are not limited to:

· Operating District vehicles to travel between job sites.

· Periodically carrying, pushing, pulling, reaching, and lifting equipment and parts weighing up to 75 pounds.

· Engaging in activities that require stooping, kneeling, crouching, crawling, and climbing.

· Communicating effectively with District staff and the public.

· Regularly using telephone and computer for communication.

· Standing and sitting for extended periods.

· Walking on uneven terrain.

· Working with cleaning solutions and chemicals.

· Maintaining hearing and vision within normal ranges to safely perform all job duties.

ADDITIONAL REQUIREMENTS

· Valid Class C California Driver's License with an acceptable driving record.

· This position is designated as safety-sensitive; a job-related physical examination and drug screening are mandatory.

WORKING CONDITIONS

Classification: Non-Exempt (Fair Labor Standards Act)

Hours: Standard working hours are from 7:00 AM to 3:30 PM, Monday through Friday, including a half-hour lunch and two (2) fifteen-minute breaks. Possible summer hours may vary.

Off-hour on-call duties may be required.

Other: The position includes a District computer, a District vehicle for work-related travel, and a District cell phone.
