Position Overview

The selected candidate will take charge of Employee/Management Advisory Services (EMAS) and act as the primary consultant for various commands.

Key Responsibilities
  • Design, execute, and manage labor and employee relations initiatives tailored to fulfill both immediate and strategic objectives of the serviced commands.
  • Formulate programs aimed at enhancing labor-management relations, boosting employee morale, and improving productivity, ensuring these initiatives are integrated into the broader management framework.
  • Collaborate with different commands and other Human Resources Operations Management (HROM) functional areas to adopt a comprehensive approach to address employee and labor relations challenges impacting HROM-serviced commands.
  • Establish and implement standardized EMAS operational processes, procedures, and guidelines to assist HROM-serviced clients.
Employment Conditions

Applicants must be U.S. citizens and deemed suitable for federal employment. Participation in the direct deposit pay program is mandatory. New hires will undergo an employment verification check.

Current federal employees applying for GS positions must have served at least one year at the next lower grade level, known as time-in-grade, which must be fulfilled by the closing date of this announcement.

Qualifications

To qualify, candidates must demonstrate at least one year of specialized experience equivalent to the GS-13 grade level in federal service or comparable experience in the private or public sector. This includes managing and developing labor and employee relations programs and serving as a functional expert on workforce needs, including disciplinary actions, grievances, performance management, and employee counseling.
