Clinical Program Specialist

The U.S. Marine Corps is seeking a highly skilled Clinical Program Specialist to join our team in the Substance Assessment and Counseling Program (SACP) Section, Behavioral Health Branch, Marine and Family Programs Division, Manpower and Reserve Affairs Department, Headquarters Marine Corps.
Key Responsibilities- Assist in the development of long-range program plans, objectives, and policies.
- Provide technical management knowledge in support of all substance misuse clinical matters throughout the Marine Corps Substance Assessment and Counseling Program.
- Assist in the vertical and horizontal integration of policies and products to produce effective and efficient clinical service standards and procedures.
- Draft and coordinate support for Marine Corps policies and strategic plans that ensure comprehensive substance misuse services.
- Make recommendations to the SACP Section Head regarding policies pertaining to substance misuse.
- Monitor Marine Corps installations compliance and ensure program goals and objectives meet Department of Defense (DoD) directives and public laws.
- Responsible for assessing clinical direction, planning, and oversight of Marine Corps Substance Assessment and Counseling Centers (SACC).
- Support the Marine Corps SACP clinical mission and work requirements in developing program plans, goals, and objectives.
- Ensure plans, goals, and objectives of services address the total fitness of the individual receiving services in accordance with Marine Corps Total Fitness (MCTF) domains of mental, physical, social, and spiritual fitness.
- Conduct onsite program reviews and periodic program review and analysis briefings to compare progress with objectives and established timelines/milestones.
- Identify challenging areas and assist in determining required corrective action to bring compliance and conformity in meeting standards/thresholds and timelines/schedules.
- Monitor project activities and resources to mitigate risks that can have far-reaching effects on operations and/or on large groups of people.
- Implement or maintain quality assurance processes.
- Make improvements, solve problems, and take corrective action when problems arise.
- Draft expert presentations and briefings on all aspects of the program.
- Participate in phased, milestone, and final program reviews.
- Identify program documentation requirements or procedures.
- Implement program marketing plans.
- Master's Degree in Counseling, Counseling Psychology, Social Work, or Marriage and Family Therapy, with 2 years postgraduate experience in the Substance Misuse Treatment field.
- Licensed at the independent practice level as a Licensed Psychologist, Licensed Clinical Social Worker, Licensed Marriage and Family Therapist, or Licensed Professional Counselor.
- Certified as an Alcohol and Drug Counselor meeting the standards set by the International Certification & Reciprocity Consortium (IC&RC) or approved state equivalent Substance Use Disorder certification.
This is a white-collar position where occasional lifting up to 20 lbs may be required.
