Job Title: Senior Manager Operational Risk Programs

We are seeking a highly skilled Senior Manager to join our Operational Risk Management team. As a Senior Manager, you will be responsible for leading one or more of our core operational risk programs, including Issues Management, Loss Event Management, Operational Risk Key Risk Indicators (KRIs), and Operational Risk Appetite.

Key Responsibilities:
  • Provide strategic leadership to strengthen our operational risk programs and serve as a subject matter expert to stakeholders.
  • Develop and monitor the operational management framework, including governance frameworks and practices, to manage operational risks.
  • Provide policies, standards, methodologies, and controls to increase transparency, accuracy, and consistency across groups.
  • Work with stakeholders to implement the methodology, metrics, and program standards for the assigned portfolio to ensure compliance and effective monitoring.
  • Provide strategic input into business decisions as a trusted advisor and make recommendations to senior leaders on strategy and new initiatives.
  • Act as a subject matter expert on relevant regulations and policies and network with industry contacts to gain competitive insights and best practices.
  • Interpret new regulations and assess their impact on the governance framework and develop reports on the status of the governance program or framework components to various internal and external stakeholder audiences.
  • Influence and negotiate to achieve business objectives and identify emerging issues and trends to inform decision-making.
  • Recommend business priorities, advise on resource requirements, and develop a roadmap for strategic execution.
  • Manage resources and lead the execution of strategic initiatives to deliver on business and financial goals.
  • Measure the effectiveness of the risk governance system and framework and recommend changes as required.
  • Conduct independent analysis and assessment to resolve strategic issues and lead the development and maintenance of the governance system and framework.
  • Act as the prime subject matter expert for internal and external stakeholders and represent the model validation program/portfolio for internal and external regulatory audits and/or examinations.
  • Ensure alignment between stakeholders and design and produce regular and ad-hoc reports and dashboards.
  • Develop and manage comprehensive information management systems and design and/or lead initiatives to improve processes, analysis, and reporting.
  • Define business requirements for analytics and reporting to ensure data insights inform business decision-making.
  • Lead change management programs of varying scope and type, including readiness assessments, planning, stakeholder management, execution, evaluation, and sustainment of initiatives.
  • Lead the development of the communication strategy focusing on positively influencing or changing behavior.
  • Lead the execution of operational programs and assess and adapt as needed to ensure quality of execution.
  • Manage the review and sign-off process for relevant regulatory reporting and lead and integrate the monitoring, measurement, and reporting on the status of the operational risk governance program to internal and external stakeholders.
  • Lead the management of governance meetings and maintenance of governing body mandates, oversight, and approval guidelines.
  • May provide specialized support for other internal and external regulatory requirements.
  • Provide input into the planning and implementation of ongoing operational programs in support of the operational risk framework.
  • Lead/participate in the design, implementation, and management of core business/group processes.
  • Administer and maintain operational risk program activities in adherence to all policies, procedures, and established processes.
  • Identify potential risk situations/impacts and make recommendations or escalate to the manager, as per guidelines.
  • Develop and maintain in-depth knowledge of business and related risk management requirements and legislative/regulatory directives and guidance.
  • Build effective relationships with internal and external stakeholders, including business stakeholders and Corporate Support Areas (CSAs), in providing 'second line of defense' operational risk management support.
  • Analyze data and information to provide insights and recommendations, including identification of risk impacts for new processes and workflows related to initiatives.
  • Monitor and track performance and address any issues.
  • Coordinate and monitor the review and sign-off of attestations and reporting.
  • Maintain tools and templates for operational risk programs, including Risk Control Self-Assessment (RCSA), Sarbanes-Oxley (SOX), or regulatory compliance, as required.
  • Operate at a group/enterprise-wide level and serve as a specialist resource to senior leaders and stakeholders.
  • Apply expertise and think creatively to address unique or ambiguous situations and find solutions to problems that can be complex and non-routine.
  • Implement changes in response to shifting trends.
  • Broader work or accountabilities may be assigned as needed.
Qualifications:
  • Typically 7+ years of relevant experience and post-secondary degree in a related field of study or an equivalent combination of education and experience.
  • In-depth/expert knowledge of operational risk management practices.
  • In-depth/expert knowledge of the designated business/product portfolio.
  • In-depth/expert knowledge of regulatory requirements.
  • In-depth/expert knowledge of quantitative techniques and economic capital methodologies.
  • In-depth/expert knowledge and experience with risk policy frameworks; quality control/testing frameworks.
  • Seasoned professional with a combination of education, experience, and industry knowledge.
  • Verbal and written communication skills - In-depth/Expert.
  • Analytical and problem-solving skills - In-depth/Expert.
  • Influence skills - In-depth/Expert.
  • Collaboration and team skills; with a focus on cross-group collaboration - In-depth/Expert.

Salary:

$100,000.00 - $185,500.00

Pay Type: Salaried

The above represents BMO Financial Group's pay range and type. Salaries will vary based on factors such as location, skills, experience, education, and qualifications for the role, and may include a commission structure. Salaries for part-time roles will be pro-rated based on the number of hours regularly worked. For commission roles, the salary listed above represents BMO Financial Group's expected target for the first year in this position.
