SENIOR MANAGER OF FINANCIAL PLANNING AND ANALYSIS

Salary: $161, $187,487.30 / Annually (Depending on Experience)

Position Summary

Under the supervision of the Director of Finance, the Senior Manager of FP&A plays a pivotal role in overseeing financial planning, reporting, forecasting, and analytical functions. This position is integral in preparing comprehensive financial documents and presentations, as well as facilitating the implementation of financial systems. The Senior Manager will collaborate closely with department leaders to provide insightful analyses of variances against prior periods, budgets, and forecasts, emphasizing key trends and significant factors affecting performance. This role also includes providing direct support to the Director of Finance and assisting in the overall management of the finance department.

Key Responsibilities

  • Assist the Director of Finance in leading and managing departmental staff and operations.
  • Evaluate financial and operational outcomes to enhance organizational performance, including the development of reporting dashboards for business reviews.
  • Oversee the budgeting, forecasting, and strategic planning processes.
  • Analyze actual financial results against budget/forecast and previous years.
  • Develop trend analyses and consolidate forecasts across all departments.
  • Innovate and enhance processes related to financial planning and reporting.
  • Create metrics to monitor team-specific and organization-wide trends, identify opportunities, and provide actionable recommendations.
  • Enhance FP&A data, models, and processes to improve forecasting accuracy and minimize errors.
  • Generate standardized reports for high-quality executive and board communications.
  • Conduct ad-hoc analyses to support management decision-making.
  • Lead the preparation and review of monthly, quarterly, and annual financial reports.
  • Perform monthly variance analyses for all departments.
  • Manage major projects as directed by the Director of Finance.
  • Oversee financial systems, including maintenance and upgrades as necessary.
  • Mentor and develop a team of financial analysts.

Additional Responsibilities

May include attending evening meetings and performing special projects as needed.

Qualifications

A Bachelor's degree in Accounting or Finance; a minimum of seven (7) years of progressively responsible analytical experience, including financial management, accounting, and financial reporting, preferably within a public agency or governmental environment. A minimum of three (3) years in a supervisory role is required.

A Master's degree in Accounting, Finance, or a related field is advantageous.

AND

Must possess and maintain a valid California class C driver's license and an insurable driving record.

Bilingual skills in Mandarin, Cantonese, Vietnamese, and/or Spanish are a plus.

Equivalent combinations of education, training, and experience will be considered.

Knowledge and Skills

Knowledge of: Financial management principles and practices; governmental financial analysis, accounting procedures, and reporting; cost accounting principles; internal control and audit practices; applicable federal, state, and local laws and regulations governing public agency financing; computer-based accounting systems; Generally Accepted Accounting Principles (GAAP); and Governmental Accounting Standards Board (GASB) regulations.

Ability to: Analyze complex financial issues requiring interpretation of regulations; prepare financial reports and statements; interpret laws and regulations related to government financial programs; demonstrate effective leadership and management skills; maintain accurate records; utilize technology effectively; communicate clearly and effectively; and establish positive working relationships with various stakeholders.
