Position Overview:

Commonwealth University of Pennsylvania is seeking a highly qualified individual for the role of Vice President for Fiscal Affairs & Chief Financial Officer. Key Responsibilities:

  • Leadership:
    • Serve as a principal advisor to the university President on all fiscal matters and the financial implications of institutional decisions;
    • Maintain open lines of communication, ensuring the university President is informed of all significant financial issues;
    • Promote high standards of ethical conduct, compliance with applicable laws and regulations, and effective financial oversight;
    • Foster trust and collaboration within the Fiscal Affairs Division and across the broader university structure.
  • Operational Management:
    • Develop and implement a cohesive financial strategy across a multifaceted organization to ensure alignment and effective support for current and future initiatives;
    • Collaborate with university leadership to identify strategic financial opportunities;
    • Oversee the formulation of the university's operating budget and Comprehensive Planning Process (CPP) submissions;
    • Conduct financial analysis and planning to position the university for long-term sustainability and program delivery that enhances student success;
    • Ensure timely and accurate financial reporting and budget documentation.
  • Additional Duties:
    • Represent the university's financial interests to external stakeholders;
    • Act as the administrative liaison to the Council of Trustees Administration and Finance Committee, effectively communicating critical financial matters;
    • Support risk management and compliance initiatives;
    • Supervise and mentor staff in Accounting Services, Budget, Organizational Management, and Student Billing, while collaborating with other divisions;
    • Participate in the university's emergency response team, contributing to the strategic management of campus emergencies;
    • Demonstrate a commitment to diversity, equity, and inclusion in all aspects of the role;
    • Encourage a culture of high performance and continuous improvement.

Qualifications:

  • A master's degree in accounting, finance, business administration, or a related field;
  • Extensive executive-level experience in finance and accounting;
  • A minimum of ten years of progressively responsible administrative experience in budgeting and strategic planning;
  • At least five years of supervisory experience;
  • Experience in a unionized environment is preferred;
  • CPA/CMA certification is highly desirable;
  • Proven experience in strategic planning and institutional leadership.

Preferred Attributes:

  • Experience in executive-level finance and budget management within a public higher education institution;
  • Knowledge of relevant laws and regulations pertaining to higher education.
