Position Overview:
As a Program Financial Analyst at BlueHalo, you will be an integral part of the finance team, providing support across various programs.

Key Responsibilities:
In this role, you will:

  • Analyze and interpret contract terms and conditions across various contract types to ensure adherence to financial obligations and deadlines.
  • Oversee the establishment and management of billable projects within the accounting system.
  • Prepare essential cost and reporting documents, including spend plans and cost status reports.
  • Develop and maintain budgets and forecasting models to align with project and annual operating plan requirements.
  • Implement revenue recognition methodologies and conduct monthly variance analyses.
  • Monitor and report on direct material purchases relevant to projects.
  • Assist with pricing strategies as required.
  • Identify and manage program risks and opportunities.
  • Review and authorize direct cost purchase requisitions.
  • Prepare documentation for travel request approvals.
  • Track subcontractor costs, schedules, and material receipts.
  • Coordinate with Accounts Receivable to ensure accurate billing and manage unbilled and aging accounts.
  • Engage with customers and internal stakeholders as necessary.

Collaboration:
Work closely with program managers and directors to review financial statuses and strategize effectively. Provide guidance to program managers regarding financial implications of program decisions.

Success Metrics:
The ideal candidate will demonstrate progress as follows:

  • 30 Days: Exhibit initiative in fulfilling contract requirements and complete all necessary training.
  • 60 Days: Show comprehensive understanding of company policies and effectively apply this knowledge in line with contract stipulations.
  • 90 Days: Operate with a degree of autonomy, consistently delivering high-quality and timely outputs.

Qualifications:
A Bachelor's degree in Finance or Accounting with 2-3 years of relevant project control experience, or a Master's degree with at least 1 year of experience. Proficiency in federal contracting concepts and advanced Excel skills are essential. Familiarity with Microsoft Office applications is also required. Candidates must be U.S. citizens capable of obtaining and maintaining a security clearance.

Preferred Qualifications:
An MBA with 4 years of project control experience is advantageous. Experience with CostPoint, PowerBI, and Unanet is a plus. Candidates should also have experience in developing proposal pricing and database queries, along with knowledge of indirect rates.
