We are seeking a highly skilled Isda Program Manager to join our team at the Department of Health and Human Services. As a key member of our team, you will be responsible for providing expert guidance and support to our staff in the negotiation and administration of contracts and grants related to Public Law 93-638.
Key Responsibilities- Develop and implement negotiation strategies to achieve successful outcomes for our agency.
- Collaborate with tribal leaders and health program directors to ensure maximum input and participation on Contract Support Cost (CSC) issues.
- Provide technical assistance on tribal Program, Service, Function, and Activity (PSFA) management.
- Coordinate the review of proposed Funding Agreements (FA) by the proposal review panel or IHS negotiation team.
- Direct the follow-up activities for the Area after negotiations and agreements with tribes and tribal organizations are in effect.
- Manage the Contract Support Cost (CSC) funds and CSC database for the Area.
- Track or oversee the tracking of CSC requirements for all Title I and Title V tribes and tribal organizations.
- Negotiate on behalf of IHS indirect-like costs to be recognized by IHS in lieu of an established indirect cost rate.
- Oversee the Contracting Officer Representative function for Title I contracts.
- Provide consultation and training related to self-determination to other agency and tribal entities as requested by the Alaska Area Director.
- One year of specialized experience equivalent to at least the next lower grade level in the Federal service performing the following type of work and/or tasks: Demonstrated experience and expertise as a negotiator for Public Law activities or comparable experience negotiating, awarding and administering formal agreements.
- Formulating policies and developing guidelines for processes relating to the successful implementation of Title I and V of Public Law 93-638.
- Directing the review of contracts, compacts, and funding agreements.
A bachelor's degree from an accredited educational institution in a field such as business administration, public administration, or a related field is required.
Additional InformationThis position is eligible for workplace flexibilities which may include remote work or telework options, and/or flexible work scheduling.
Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service.
