Job Title: Mid/Senior Contract Specialist

PolyCon Solutions is seeking a highly skilled Mid/Senior Contract Specialist to support our federal client with their acquisition needs. The ideal candidate will have experience with the Federal Aviation Administration's (FAA) Acquisition Management System (AMS) and strong Excel capabilities.

Key Responsibilities:
  • Provide strategic acquisition planning and support to the client, from pre-award to contract close out.
  • Serve as the primary point of contact for all client projects, ensuring effective communication and collaboration.
  • Contribute to the development and review of contract documents, including Acquisition Strategy Plans, Business Cases, and Independent Government Cost Estimates.
  • Develop and maintain acquisition schedules using MS Project or Excel, and interpret and report progress accordingly.
  • Oversee the preparation, tracking, and archival of procurement documents, including contract modifications, determination and findings, and FOIA requests.
  • Perform a full range of contracting duties, including acquisition planning, pre-solicitation, negotiation, and award, contract termination, contract monitoring, and performance review.
  • Conduct market research and analysis to inform procurement decisions.
  • Utilize firm fixed-price, time and materials, and indefinite delivery contracts, as well as standard clauses.
  • Prepare letters, memoranda, and reports to support contractual actions and recommendations.
  • Interpret technical, legal, and audit policies to assess the impact of procurement and contract performance.
Requirements:
  • Successful experience implementing or applying the Federal Acquisition Regulations (FAR) or FAA's Acquisition Management System (AMS) policy, best practices, or guidelines is required.
  • Experience working in a complex procurement environment with multiple Contracting Officers (COs) and various procurements is essential.
  • Demonstrated ability to craft clear and concise acquisition documents, including Screening Information Request (SIR) artifacts, Statements of Work or Statements of Objectives, and Contract Modifications.
  • Experience with various types of contracts, including T&M, CPAF, CPIF, CPFF, and FFP, as well as cost/price analysis.
  • Excellent written and verbal communication skills, with the ability to negotiate effectively.
  • Moderate to advanced Excel skills.
  • Critical thinking and complex problem-solving skills.
  • Ability to complete multiple tasks in a fast-paced environment with strong project management skills.
  • Must meet eligibility requirements for a U.S. Public Trust security clearance.
Preferred Qualifications:
  • Successful experience implementing or applying AMS policy, best practices, or guidelines.
  • Experience managing complex procurements while supporting multiple COs and/or Program Offices.
  • Experience in all types of contracts, including T&M, CPAF, CPIF, CPFF, and FFP, as well as cost/price analysis.
  • PMP or CFCM Certification.
Education and Experience:
  • Bachelor's degree in any field, with 24-credit hours in business-related courses; Business/Contract Management degree preferred.
  • Minimum 4 years of experience in Federal contract administration.

  • 0-20%
